SAIC’s National Intelligence Community (NIC) business unit, USG Mission and Information Technology division provides solutions and services supporting digital modernization programs in areas such as cloud computing, cyber security, data science and analytics, AI/ML, software/application development, SecDevOps, network operations, and secure communications.

We are seeking an experienced, results-oriented Senior Program Manager to manage an Intelligence Community technology program providing enterprise modernization efforts to build the digital foundation for mission with global, scalable, collaborative, yet highly secure applications and services supporting the full lifecycle of operations. High level SOW areas include: Architecture and Delivery (SecDevOps) approach, Modernization Concept plan, and Operations (App transition and incident remediation), Information Security, and Management.

  • Overall program management of the technology program
  • Resource Management:
    • Provide sufficient IT and digital capabilities and the expertise readily available to satisfy requirements of the Sponsor’s complex and highly dynamic operating environment.
    • Provide sufficient resources in a timely manner and manage all personnel including subcontractors.
    • Provide personnel resources to surge requirements.
  • Subcontract Management:
    • Provide analysis and due diligence in selecting subcontractor team members.
    • Provide relationship management and control, communication plan, personnel and problem resolution, escalation procedures, methods, and controls that will be utilized.
  • Program Status Reporting and Management Reviews:
    • Provide the content, frequency, and format of program reports and reviews.
    • Ensure all deliverables and CDRLs are complete and delivered on time.
  • Communication Management:
    • Provide effective and proactive communications interaction with the Sponsor, Sponsor’s partners, Sponsor’s stakeholders, and other Sponsor contractors, including communications with the CO, COTR and GTMs.
  • Risk and Opportunity Management:
    • Provide effective identification and management of risk and opportunity.
    • Identify new opportunities for IT to drive innovation for our customers.
    • Identifies tools and resources needed to enable repeatable and differentiated offerings and capabilities in identified investment areas.
  • Cost Management:
    • Ensure the contract performs within its cost/price and schedule.
    • Provide effective financial reporting and control to ensure quality, integrity, and timeliness.
  • Security Management:
    • Provide effective security management with regard to personnel, facility, procurement, cover, and counter-intelligence.

 

Qualifications

Required Qualifications:

  • Bachelor's degree and 18 years of related work experience
  • Active TS/SCI with Polygraph
  • Strong organizational skills
  • Outstanding verbal and written communications skills
  • Experience as a Program Manager managing programs over $25M per year in revenue
  • Successful track record with competitive bid and proposal process

Desired Qualifications:

  • PMP certification
  • Strong technical background - either software engineering or technical program management experience strongly preferred (e.g., experience as a lead programmer, technical program manager, or similar)Experience in bringing innovative approaches to address complex problems bridging operational and technical domains
  • Experience within the cleared government contracting environment
  • Able to prioritize activities in complex projects/programs, and influence stakeholders, at times with limited direct authority.
  • Demonstrated ability to manage multiple technical projects from concept to deployment
  • Strong project management skills of breaking down tasks, simplifying roadmaps, establishing owners and timelines, and status reporting
