Join SAIC’s OneSETA Team to provide our government customer with Systems Engineering & Technical Assistance (SETA) support. SETA services range from providing administrative assistance to providing expert technical assistance on national efforts that will contribute to maintaining and expanding the capabilities of homeland security.

This opportunity is contingent upong award. 

The technical support Senior Expert Advisor provides technical support to the supported DHS technical manager who oversees the technical activities and delivers solutions against customer-identified requirements. The contractor conducts core scientific research and provides subject matter expertise (SME) and foundational knowledge in developing cross-cutting technological solutions that address current and future homeland security challenges. Provides insight and advice concerning strategic direction and applicability of current, industry standard or innovative solutions based on in-depth understanding of the latest developments relevant to a specialized functional area. Responsible for providing high level vision to the assigned technical manager to influence objectives of complex efforts. Provides guidance on the functional procedures/ processes/policies reflecting detailed knowledge of functional areas. May lead in-depth research in support of studies and analyses. The contractor shall possess relevant experience and competency from operating in support of or in coordination with DHS mission partners, or have demonstrated proficiency providing program management and analytical support to programs and projects.

In coordination with S&T federal staff, the Senior Expert Advisor performs the following tasks:

  • Provide scientific evaluation and technical support to the government on factors relevant to research, development, test, and evaluation on the application of physics and engineering disciplines to homeland security and component missions. 
  • Participate in technical exchanges, workshops, conferences, and in-process reviews and demonstrations relating to the application of physics and engineering disciplines for homeland security missions and provide meeting minutes or reports outlining the events and any key items that require immediate attention. This may include both classified events, and/or events with DHS domestic and international partners.
  • Assist in research and assessment of state-of-the-art and emerging trends in physics and engineering disciplines.
  • Assist in preparation of technical presentations for delivery by Federal staff at meetings and conferences on the subject of research, methods, phenomena, or threats within related physics and engineering disciplines. Engage in technical writing and produce technical documentation regarding the application of physics and engineering disciplines to homeland security missions.
  • Assist technical reviews for assigned R&D programs and projects to monitor program, project, and research technical performance relevant to physics and engineering disciplines and review deliverables to ensure technical goals and objectives are met, identifying potential technical risks, and path forward options/recommendations.

The contractor SME will support the following critical infrastructure focus areas;

  • Positioning, Navigation, and Timing (PNT) – work with industry to fully understand the impacts of new PNT threats and resources for industry adoption. 13 of 16 critical infrastructure sectors are reliant on PNT services. Current PNT services are easily corrupted or disrupted. Many systems within U.S. Critical infrastructure are designed with the assumption that PNT (derived from the Global Positioning System [(GPS])) will always be available and is always correct.  Because of this design, disruption or corruption of PNT service can cause safety of life issues or complete system failure in major systems such as wireless communications.

Qualifications

REQUIRED:

  • Advanced Degree or such equivalent credits/ certifications + 5 years of relevant experience or 10 years of relevant experience.
  • Must have at minimum, an active Secret clearance.
  • Must be a US Citizen.
  • Relevant experience and competency from operating in support of or in coordination with DHS mission partners, or demonstrated proficiency providing program management and analytical support to programs and projects serving CISRR.
  • Subject Matter Experts (SMEs) in support of this task shall have experience in Positioning, Navigation, and Timing (PNT).

DESIRED:

  • Experience in a Systems Engineering Technical Assistance (SETA) environment.
  • Travel may be required.
  • Prior DHS contractor fitness (suitability) authorization determination.
  • Prior DHS experience including any DHS components or HQ Directorates, especially DHS S&T.
  • Detailed knowledge of and recent demonstrated experience working with appropriate offices and staff within the Homeland Security Enterprise, DHS, other Federal Agencies, Congress, foreign partners, industry groups, and private sector stakeholder entities on issues relating to the DHS mission space.

Target salary range: $100,001 - $125,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
