Job Description


SAIC is seeking a senior engineer on the OMES II contract in support of the servicing test campaign of the OSAM-1 (On-orbit Servicing Assembly and Manufacturing) program in the (NeXIS) Division at NASA Goddard Space Flight Center. This position is in Greenbelt, MD.


The OSAM-1 (formerly Restore-L) mission is a robotic servicing mission designed to refuel a Low Earth Orbit (LEO) satellite. It contains 3 elements: the Flight Element comprised of the OSAM-1 Space Vehicle (SV) and development testbeds, the Ground Element comprised of the systems required to conduct SV operations and the supporting networks and facilities, and the Launch Element comprised of the Launch Vehicle and supporting facilities and services. GSFC is responsible for the design, engineering, development, test and operations of the OSAM-1 Mission through an integrated team at GSFC. The Servicing Payload design, development and SV integration will be conducted at GSFC.


Job Description:

The engineer will support leading, managing, and executing technical activities related to the Servicing Phase of the OSAM-1 mission. They will be the complement and the direct replacement for the Servicing Phase Lead when and where needed.

  • Provide end-to-end systems engineering activities that include design and architecture development, requirements and verification development and span the remaining mission development life cycle from pre-CDR through launch operation. The scope of these systems engineering activities includes technical leadership for all flight system elements critical to the Phase.
  • Develop and implement detailed technical risk mitigation strategies to guide and provide direction on the V&V approach for the Phase. Ensure these approaches are documented and executed in accordance with the Phase V&V Plan and communicated to the I&T team for execution.
  • Coordinate and review the technical activities of senior and other system and subsystem design engineers and interact effectively with the flight project management.
  • Serve as an engineering expert, technical authority, and technical advisor/consultant to the OSAM-1 project.
  • Provide input to all technical aspects of the Phase of the mission
  • Manage multidisciplinary technical teams in the design, development, integration, testing, evaluation, and operation of flight vehicle and/or payload hardware, software, and associated systems.
  • Serve as a decision-maker in project working groups for the OSAM-1 project that require technical expertise on the Phase
  • Evaluate mission, system, and subsystem requirements proposing and drafting changes where necessary to the requirements and/or verification approach
  • Develop and define operational concepts and specific tasks for the Phase such that they may be provided to the Operations team for execution
  • Proactively identify and solve technical issues that arise during hardware/software design, development, and implementation
  • Prepare material for and present at mission requirements, integration, and design reviews. Participate in subsystem lifecycle reviews as a technical representative for the project with expertise on the details of the Phase.
  • Evaluate and oversee activities on the project that intersect with the Phase and identify areas where there is potential risk to the successful execution of the phase activities on orbit and provide technical expertise and guidance to ensure those risks are mitigated
  • Ensure that the quality, accuracy, and integrity of the technical documentation, reports, and deliverables comply with NASA and OSAM-1 standards, project plans, and policies


Education and Experience: 

  • Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience
  • Understanding and application of standard principles, theories, concepts and techniques in engineering of aerospace systems.
  • Experience with hardware integration and test, system verification and validation, and/or systems engineering, preferably in the aerospace industry
  • Experience in authoring and maintaining technical documentation
  • Proficiency in resolving technical and schedule issues in order to ensure that deliverables are met on schedule


Desired Experience & Skills:

  • Skilled in working in large teams of multidisciplinary engineers and technicians with different viewpoints and responsibilities. Comfortable working in and encouraging a team-oriented environment. Willingness to work outside of one’s area of technical expertise.
  • Skilled in coordinating sharing of resources.
  • Skilled in troubleshooting and resolving technical problems with complex technical systems. Skilled at determining corrective action and/or workarounds to such problems.
  • Experience in requirements development, validation, and verification.
  • Experience with technical risk assessment
  • Experience in system integration and test of aerospace systems (e.g. spacecraft, flight instruments, launch vehicles)
  • Experience handling hardware of varying fidelity and cost (e.g. mockups / breadboards, engineering development units, flight hardware)
  • Experience with robotic systems or complex mechanisms
  • Experience with standard computational software (e.g. Matlab, Mathcad)
  • Proficiency in exercising discretion and independent judgment in evaluating potential approaches and solutions to critical problems and determining appropriate resolutions
  • Proficiency in recommending deviations from established policies and procedures
  • Ability to attend to assignments with only limited direction
  • Experience with NASA (or equivalent) mission life cycle and review cycle (design reviews, requirements reviews, integration reviews, trade studies, etc.)
  • Proficiency in communicating with and adapting to different audiences (e.g. test conductors, technical leads, technical management, project management)
  • Experience with managing groups of Engineers and Technicians of varying sizes and backgrounds in order to solve complex technical problems.
