SAIC is looking for highly motivated individuals to fill an Advanced-level Facility Analyst providing facility planning and programming support to the Missile Defense Agency (MDA).

Qualified candidate will provide Real Property Management support to include Real Property Inventory and reconciliation, military construction (MILCON) planning and programming, facility acquisition strategy, basing and siting studies, area development planning, construction, maintenance and repair project development (DD Form 1391), and program level cost estimating.  Also requires facility criteria development, Design and Planning Charrettes, design authorization development and review, management of MILCON, Unspecified Minor MILCON, Planning and Design, O&M and RDT&E planning and construction funding, and coordinates Agency lease issues.  Must work closely with other offices to coordinate actions.  Ability to develop clear and concise briefings to update Agency staff on all aspects of Real Property and MILCON is essential. 

Will be responsible for planning/programming/design efforts to support VBIV Test Facility Renovations to include:

  • Facility criteria development
  • MILCON Planning and Programming i.e. DD Form 1391 development and cost estimates
  • Apply U.S. Code and DoD policy in planning and programming real property projects
  • Organizes and facilitates MDA Facility Panels and Real Property Working Group
  • Develops and reviews design authorization, authority to award, Info Papers, studies, etc
  • Support the development of Real Property Policy and procedures
  • Develop and coordinate Real Property briefings for the MDA staff
  • Balance Sustainment, Restoration and Modernization requirements into prioritized 1-N list.
  • Draft staffing packages for DPF and the Agency staff on real property planning and programming issues
  • Interpret and apply MILDEP and Financial Management Regulation policy to Agency real property acquisition
  • Develop Construction Work In Planning/Progress curves for OSD submittal
  • Support development and coordination of annual MILCON budget exhibit and support briefings
  • Develop Area Development Plans
  • Facilitate and/or participate in planning and design charrettes
  • Real Property Management to include maintenance of the Real Property Inventory and reconciliation with MILDEP
  • Assist with the management of the annual OSD Real Property Inventory reconciliation
  • Review and update of MDA real property Directives, Instructions, Manuals and Standard Operating Procedures
  • Familiarity with Facility Condition Assessments

These functions support the Missile Defense Agency (MDA) to site, acquire, oversee design and construction of, operate, and maintain real property in support of the global MDA mission.  This support includes, but is not limited to, providing planning and programming analysis as they relate to these functional areas:

  • Analysis of program activities such as acquisition program planning, project siting, financial management, cost analysis, correspondence development and coordination, research, and other tasks related to government facility acquisition and real property contract support.
  • Conducts studies, technical assessments, system analysis and architectural level analysis to determine system performance and effectiveness.
  • Formulate and use mathematical models or representations to conduct analysis.
  • Develops, gathers and organizes system related information. Analyzes and formats information developed and used to evaluate the system.
  •  Develops, plans, coordinates and integrates systems related requirements to support operational needs.
  • Stakeholder coordination through the execution of Working Groups and Integrated Product Teams
  • Facility planning and documentation; development of, and coordination of facility and infrastructure requirements.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: 

  • BA/BS degree with 10+ years of relevant experience. 8+ years with a Master's degree 

REQUIRED SKILLS/EXPERIENCE:

  • Familarity with MDA facility planning and programming processes within Mission Support Directorate
  • Capable of leading and executing analytical tasks, utilizing both analytical techniques, and processes for complex developmental and operational programs
  • Extensive Knowledge, skills, and abilities as an analyst
  • Capable of leading the development and utilization of analytic tools, techniques, and processes for both technical and administrative support activities
  • Capable of working independently or leading teams to solve problems
  • Capable of providing daily supervision and direction to support teams
  • Security Clearance requirements: TS or S
