SAIC is looking for a Senior Systems Engineer IO in San Diego, CA.

SAIC is looking for cleared Systems Engineering candidates to support Program Executive Office, Command, Control, Computers, Communications, and Intelligence (PEO C4I), Programs of Record and projects. This engineering position provides technical assistance and recommendations regarding the planning, implementation, and management of Battlespace Awareness and Information Operations (IO) services with existing and emerging infrastructures between IO tools and Command and Control (C2) systems/capabilities, and assists with the implementation of systems integration functions for a Program of Record within the Program Executive Office, Command, Control, Computers, Communications, and Intelligence (PEO C4I). The program is a CNO-directed mission critical system.

 

  • Conduct systems / system of systems architecture design, testing, experimentation, implementation, integration, review, and cyber certification activities
  • Work proficiently on complex technical problems and seek solutions for consideration.
  • Conduct SE activities based on sound engineering practices, fleet experience and acquisition feasibility.
  • Performs Systems Engineering activities including: concept of operations formulation, requirements definition, analysis and engineering, system architecting, system analysis and design, interface and data architectures, validation and verification, systems integration, system & operational performance analysis, lifecycle cost analysis & estimation, decision analysis and physical configuration analysis.
  • Interface with various levels of program leadership: project managers, task and functional leaders, and product owners.
  • Analyze user needs to determine functional requirements and define problems and develop plans to address requirements
  • Provides specific, detailed information for selection, implementation techniques, and tools for the most efficient solution to meet business needs, including present and future capacity requirements.
  • Provide analysis of capabilities and software tools
  • Use operational experience and technical expertise to collaborate with the Functional Team Lead for assessing requirements, designing, executing and developing revised or new principles and concepts for mission execution.

 

Qualifications

Required Education & Experience:  

Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience. 4 additional years of applicable military experience with IO/ISR systems experience is acceptable in lieu of advanced education.

Security Clearance

US Citizen with an active TS/SCI

Required Skills: 

  • Ability to work with and build relationships with a variety of stakeholders, government technical representatives, and other supporting contractors
  • Excellent written and oral communications
  • Ability to work independently or in a team collaborative environment
  • Ability to brief senior government personnel
  • Knowledge of DoD acquisition process and the capability to plan and use systems engineering and development efforts in support of acquisition planning and execution
  • Ability to explore and examine data from multiple disparate sources with the goal of drawing conclusions to address business problems

Desired Skills and Certifications:

  • Degree in Science, Engineering or Math
  • Prior Navy Fleet experience with IO systems and associated tactical decision aides
  • INCOSE CSEP

Desired Experience:

  • Agile Application Development technologies and capabilities in the areas of software development/application testing, systems engineering and/or integration
  • Experience using Atlassian tools Confluence and Jira
  • Experience using the Rational DOORS requirements management tool
  • Experience working with Model-Based Systems Engineering software tools, such as Enterprise Architect or No Magic CAMEO
  • Test documents include Test Plan(s) with specifics of operational testing and evaluation
  •  IC data repositories: MIDB, NIODB, USELMS, EWIR, and/or MPED.
  • ELINT, SIGINT, COMINT, and/or MASINT collection processes, capabilities, and technical parameters
  • Agile Application Development technologies and capabilities in the areas of software development/application testing, systems engineering and/or integration
