SAIC is looking for a Naval Aviation Enterprise NAE Policy Analyst to serve in the Naval Aviation Enterprise (NAE) as a Functional Analyst at ACCLOGWING in PT Mugu, CA. The successful candidate will support the generation of readiness for Type / Model / Series (TMS), gather and analyze data, organize and document findings of studies, and prepare recommendations to implement new systems, procedures, or organizational changes. The candidate will collate information into meaningful reports and presentation material and develop monthly metrics data. Additional Duties will include:

  • Review and analysis geared toward improving business and operating processes, and procedures
  • Perform data management of database tables, data elements, reports, and other entities contained in reporting systems
  • Analyze project requirements including program scheduling, critical path analyses and project support/resource requirement determination
  • Fully participate in impact studies, cost/benefit analyses, dependency models, and employ appropriate project tracking methodologies, by gathering and analyzing data, organizing, and documenting findings of studies, and prepare recommendations for implementing new systems, procedures, or organizational changes
  • Conduct root-cause and corrective action analysis, and collate information into meaningful reports and presentation material
  • Develop monthly metrics data, review and analysis geared toward improving business processes
  • Perform data management of database tables, data elements, reports, and other entities contained in reporting systems

Qualifications

  • Bachelor’s degree and 5 years of experience.  4 additional years of experience in lieu of degree.
  • Experience with Naval Aviation databases, including OOMA and DECKPLATE, Continuous Monitoring Program (CMP), Aviation Management Supply and Readiness Reporting (AMSRR)
  • Advanced experience with MS Excel and able to work within MS Access databases (running pre-programmed macros) and MS PowerPoint (generating professional content for Flag-level leadership and Fleet-wide briefs)
  • Working knowledge of statistics and able to assess correlation, and knowledge of training and provider organization processes that generate PESTO readiness.
  • Working knowledge of the training of Naval Aviation maintenance and supply processes and their data systems (i.e., NAMP, P-485, OOMA/DECKPLATE, AMSRR, RSUPPLY, AFAST, ACES, TFMMS, SHARP/MSHARP, PSILS, and ASM)
  • Capable of statistical analysis and able to produce supporting charts in Qlik, Tableau, or PowerBI
  • A minimum of 3+  years of experience performing the functions described above in a complex and technically demanding project or task environment, including a minimum of 2 years of direct experience supporting the NAE
  • Detail oriented and possess excellent listening, written and verbal communication skills
  • May require availability outside of normal business hours for staff support.
  • Ability to hold an active Secret clearance

Additional Desired Qualifications

  • Familiarity with validating outputs and knowledge of Tableau, PowerBI, QlikSense or other similar visualization tools.
