SAIC seeks a highly experienced and energetic Systems Engineering Team Lead (hereafter, “Team Lead”) to support the US Space Force, Space Systems Command, in performing operational maintenance and sustainment of ground-based radars critical to US and Allied strategic missile surveillance, warning, defense, and space surveillance missions. These include the AN/FPQ-16, Perimeter Acquisition Radar Attack Characterization System (PARCS), the AN/FPS-132, Upgraded Early Warning (UEWR) Radars and supporting systems. In support of the government customer, the SAIC Program Manager, and the Chief Engineer, this Team Lead is responsible for responsive and coherent integration of efforts spanning overall mission engineering; configuration and data management; cyber and system security; testing; and system safety and risk assessment. The Team Lead will evaluate requirements and system operating issues, providing recommendations based on analysis of system performance, sustainment trending, emerging threats, and technology innovations. To be effective, the Team Lead will continually harmonize the efforts of the Systems Engineering Team with other program team leads (e.g., Integrated Product Support, Depot Maintenance, System-specific Incremental Sustainment, etc).

Qualifications

Required Education and Experience

  • Bachelor Degree and fourteen plus (14+); Masters Degree and twelve plus (12+); Phd and nine plus (9+) years experience in systems engineering and related areas.
  • Experience delivering solutions for national security, mission-critical, no-fail applications.
  • 9 years of experience managing large-scale Agile or SecDevOps teams/projects, to include support to cost estimating, baseline and risk management, schedule development, performance monitoring and reporting
  • Experience leading waterfall-to-agile transformations, designed to deliver Minimum Viable Products in a consistent cadence.
  • Experience with a broad range of system types: custom developed HW/SW, COTS/GOTS HW/SW, and specialty engineering of exotic material/limited supply items.
  • Experience establishing technical baselines for large weapon systems/sensor programs, including the tools, battle rhythms, governance, oversight, and defining roles/responsibilities.
  • Strong understanding of the Strategic Warning and Surveillance Systems, Cloud hosted development, integration, and test capability.
  • Experience with Digital and Model-based Systems Engineering
  • Experience in disciplines ranging the fully systems lifecycle (development, sustainment, operations).
  • Experience with configuration and data management, hardware and software test & evaluation of classified systems
  • Experience performing integrated lifecycle support to mission critical systems
  • Experience implementing cybersecurity solutions in existing, DoD systems
  • Experience with implementing and sustaining distributed systems, virtual operating system environments, and virtual/augmented reality technologies.
  • Experience translating operational requirements into system requirements; and system requirements into technical requirements/performance standards.
  • Knowledge of the Integrated Tactical Warning and Attack Assessment mission and associated enterprise.

Experience

  • 18 years in systems engineering, including Model-based Systems Engineering and related areas, to include managing teams/projects delivering solutions for missile warning or other national security space mission systems
  • Familiarity with Strategic Warning and Surveillance Systems: PARCS, PAVE PAWS, UEWR
  • Experience maintaining national security mission networks

Education, Training and Certifications

  • Masters of Science in Systems Engineering, Computer Science or relevant STEM concentration
  • International Council on Systems Engineering (INCOSE) Associate Systems Engineering Professional (ASEP), Certified Systems Engineering Professional (CSEP), or Expert Systems Engineering Professional (ESEP) Certification
  • Current Project Management Institute Project Management Professional® (PMP) or Program Management Professional® (PgMP) Certification

Target salary range: $185,001 - $195,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
