Description

The Vanguard 2.2.1 program currently has an opening for Network Support Center Operations Lead to support the Department of State (DoS) Bureau of Information Resource Management (IRM) office. IRM provides transparent, interconnected systems and security supporting the day-to-day operations of the DoS worldwide technology infrastructure to  carry out its U.S. and foreign policy mission. IRM provides enterprise architecture design, engineering, operations and maintenance support services for desktops, servers, networks, firewalls, and enterprise applications across the Department.

This role is temporarily hybrid remote due to Covid-19 and could be called back into the office full time at the customer's request.

Description of Duties

This is a senior position within the Global Telecommunications Services Network Support Center overseeing the day-to-day operations staff.  This 24x7 workcenter is responsible for managing and maintaining global classified networks for the Department.  The organization is also responsible for day to day management of the Beltsville Information Management Center (BIMC) technical control facility. 

Responsibilities include:

  • Provides technical oversight for all information system operations activities within the Network Support Center.
  • Monitors and leads the response to complex technical control facility hardware and software problems. Interfaces with vendor support service groups to ensure proper escalation during outages or periods of degraded system performance.
  • Provides Infrastructure and Platform operations reviews, and evaluation of proposed and existing IT products and services to assure services continue to operate within agreed upon service levels. 
  • Consults on instrumentation of the infrastructure, and compilation of records and reports concerning network operations and maintenance. 
  • Analyzes and recommends software and hardware tools to identify and diagnoses complex problems and factors affecting network performance.

Qualifications

Required Education & Experience

  • Bachelors and ten (10) years or more experience; Masters and seven (7) years or more experience ; may accept additional experience in lieu of degree
  • Require related technical experience in government IT services, ISP or federal network operations, and International IT operations.
  • Extensive experience leading large integrated IT services organization, including NOC, networking, and data center management.

Required Clearance

  • Top Secret (active)

Desired Experience, Skills, & Attributes

  • ITIL Foundations Certification
  • CCIE 
  • Networking certifications at the CCNP/CCDP level or equivalent.
  • Familiarity with DoS environment (data and voice networks, IT systems, policies and procedures), Foreign Affairs Handbooks (FAHs), Foreign Affairs Manuals (FAMs) preferred. 
  • Master’s degree in a related field or equivalent and 7 years of related experience.
  • Experience utilizing MPLS, VPNs, and encryption services.
  • PMP certification.
  • ITIL Practitioner or Intermediate ITIL certification.
