Job Description


SAIC is currently seeking qualified candidates for a Department of Defense (DoD) Force-on-Force (FoF) Exercise Program Analyst on our Prime program supporting our U.S. Strategic Command (USSTRATCOM) customer in Omaha, NE.  This work, within USSTRATCOM’s Mission Assurance Division, involves coordinating with officials from the Office of the Deputy Assistant Secretary of Defense for Nuclear Matters (DASD(NM)), Defense Threat Reduction Agency (DTRA), USSTRATCOM senior leaders, and Host Service/Unit to participate in evaluation scenario development and final report preparation.  Qualified candidates shall perform basic project planning and management functions (e.g., producing monthly status reports (MSRs), financial management reports, and documenting meeting minutes and related technical analyses.  Qualified candidates must be currently eligible for TS/SCI security clearance.


Roles and responsibilities include:

  • Represents the Nuclear Weapons and Physical Security Operations Branch in the matters of nuclear weapons security and Nuclear Command and Control (NC2) capabilities supporting facility, asset, and security for USSTRATCOM’s nuclear and NC2 deterrence missions
  • Furnish nuclear weapons and NC2 physical security technical input for USSTRATCOM Campaign Plan, operational concept, Operations Plan (OPLAN), and Operations Order (OPORD) development to include validating assumptions, outlining responsibilities to subordinate Service, Task Force, and/or Functional Component staffs and evaluating limiting factors
  • Deconflict the master schedule of events with evaluation requirements and advocate for future policy, capabilities, enhancements, and long-term defensive improvements to address physical security threats in support of NC2 and Nuclear Weapons
  • Interact with and build consensus among both internal and external partners, including Secretary of Defense, Joint Staff, other Combatant Commands as well as USSTRATCOM Headquarters, Joint Force Component Commands, Service Components, and Task Forces
  • Develop, review, and coordinate on NC2 policy and guidance; evaluate potential threats to critical infrastructure supporting nuclear weapons and NC2 missions
  • Coordinate with DASD(NM) and DTRA to develop a mitigation plan and participate in evaluation scenario development and final report preparation
  • Facilitate the planning and execution of supporting engineering studies while assisting Service Representative to facilitate installation and restricted area access for Exercise Program Staff; ensure policy changes cease NLT 90 days prior to the exercise
  • Monitor supporting and subordinate agency and command security requirements while overseeing organizational compliance with programmatic decisions, operational milestones and performance criteria
  • Evaluate inspections, assessments, and programs to ensure compliance with applicable standards and regulations
  • As required:
    • Conduct site visits and assessments at various USAF/USN locations to ensure adherence to the Nuclear Weapons Security Standard (NWSS)
    • Augment USSTRATCOM Command Inspector General Nuclear Security Inspections (NSI)


TYPICAL EDUCATION AND EXPERIENCE: Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience; PhD and 0 years related experience or 10 years of experience in lieu of degree

  • Must currently possess an active TS/SCI clearance

Skills Required:

  • Experience with and understanding of USSTRATCOM’s mission set
  • Operational expertise in nuclear weapons and/or NC2 physical security
