SAIC is looking for a Systems Engineer to provide support to NAVWAR 5.0 Standards Technical Warrant Holder (TWH) for engineering standards development and review, and support of both Information Support Plan (ISP) and Systems Engineering Technical Reviews (SETR) with Standard's analysis and assessment. Contractor-site billet located in San Diego, CA

Part time position. Remote delivery allowed; intermittent to regular access to SIPRNet is required and you must be physically present in San Diego as needed. 

  • Provide standards support to NAVWAR 5.0 clients in positions of technical authority and subject matter expertise (e.g. TWH, TPO, SME).
  • Develop and maintain NAVWAR standards at the enterprise, mission, and solution levels.
  • Collaborate and coordinate with SMEs and stakeholders to convey concepts and elicit information in support of standards development.
  • Conduct assessments of program standards in support of Systems Engineering Technical Reviews (SETR) and Acquisition events and make recommendations.
  • Contribute to development of new technical principles, process design, and research of emerging concepts.
  • Ensure standards are in compliance with DoD and NAVWAR policy and guidance.
  • Work with other Navy PMWs, SYSCOMS, and organizations for standards development.

Qualifications

Education and experience required:

  • Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience; years of experience may be substituted in lieu of a degree.

Required skills:

  • Working knowledge in the enterprise mission and business drivers of the DoD and IC (to include: 11 DoD and IC programs), as it pertains to his or her domain area. 
  • Significant subject matter expertise in the TWG’s concentration and scope. 
  • Knowledge in enterprise architectures, architecture products, and engineering processes and 14 principles. 
  • Working knowledge of Joint Enterprise Standards Committee (JESC) processes, procedures, and relevant extant policy. 
  • Awareness of external IT Standard Development Organization/ Standards Setting Organization (SDO/SSO) processes and procedures. 
  • Full support to perform all TWG Chair functions from the management of his or her home 18 organization.
  • Strong knowledge of principles and practices related to Engineering Standards, MBSE, Data Modeling, Systems Engineering.
  • Experience in supporting acquisition programs, and knowledge of the acquisition process/policy.  
  • Strong organizational skills and attention to detail.
  • Excellent written and oral communications skills with experience supporting government clients.

Desired skills:

  • Preferred completed DAU Acquisition 101.
