SAIC’s National Intelligence Community (NIC) business unit, USG Mission and Information Technology division provides solutions and services supporting digital modernization programs in areas such as data science and analytics, cloud computing, cyber security, AI/ML, software/application development, SecDevOps, network operations, and secure communications.

SAIC seeks an experienced, results-oriented, inventive and influential Program Manager (PM) to manage and grow a Data Services contract that has a data flow and data conditioning focus.  The PM will work with Technical Team Leads to increase the speed of data delivery and the Extract, Transform, and Load (ETL) of structured and unstructured data in support of national security objectives.  The ideal candidate will have a solid understanding of executing IT systems and leading transformations through Lean Agile that promotes collaboration, transparency and continuous improvement.  PM will use realistic and innovative approach to meeting the SOW while reducing risk and increasing delivery speed, scale, and resiliency.

Responsibilities:

  • Overall program management of the data flow and data conditioning program
  • Integrates team across customer personnel and contracts
  • Managing resulting tasking within the following scope:
    • Data Management
    • Software / Application Development
    • Artificial Intelligence / Machine Learning
    • Cyber Security
    • Cloud Computing
  • Ensure the contract performs within its cost/price and schedule
  • Deliverables and CDRLs
  • Contract compliance requirements
  • Identifies tools and resources needed to enable repeatable and differentiated offerings and capabilities in identified investment area
  • Identify new opportunities for IT to drive innovation for our customers

Qualifications

Required:

  • Active TS/SCI with polygraph
  • Bachelor’s Degree in STEM related major and 18 years of related work experience
  • 5+ years of experience in Program Manager role of a technical program/project
  • Experience as a Program Manager managing teams of 30 or more technical professionals
  • Strong technical background - experience in data management, data governance, or data analysis as a Data Architect, Data Engineer, Data Governance or related role  
  • Experience in bringing innovative approaches to address complex problems bridging operational and technical domains
  • Strong analytic ability to evaluate programmatic data, resolve inconsistencies and propose solutions to program issues
  • Strong organizational skills
  • Ability to work with contract personnel and manage subcontract relationships
  • Outstanding verbal and written communications skills
  • Excellent interpersonal skills, including the ability and willingness to initiate and manage relationships across the customer leadership team

Desired:

  • PMP certification
  • Experience in bringing innovative approaches to address complex problems bridging operational and technical domains
  • Experience within the cleared government contracting environment
  • Able to prioritize activities in complex projects/programs, and influence stakeholders, at times with limited direct authority.
  • Demonstrated ability to manage multiple technical projects from concept to deployment
  • Strong project management skills of breaking down tasks, simplifying roadmaps, establishing owners and timelines, and status reporting
