JOB DESCRIPTION: Provides expertise on continuous process improvement strategies, organizational redesign, change management projects, and performance measures for basic business process engagements. Defines and develops business processes, policies, roles and responsibilities, and performance metrics; Conducts analysis of business processes: current state analysis, gap analysis, benchmarking, best practices identification, organizational assessment, and other related tasks. Plans and implements process improvements, including: future state design, change management, and transition planning. Interfaces with all areas of project including customer, computer services, and client services. Client may be internal or external to company. Provides oversight for the development and maintenance of quality programs, systems, processes and procedures that ensure compliance with policies and that the performance and quality of services conform to established standards and agency guidelines. Provides expertise and guidance in interpreting policies, regulatory and/or governmental regulations, and agency guidelines to assure compliance. Works directly with operating entities to provide process analyses oversight on a continuing basis to enforce requirements and meet guidelines. May coordinate with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls. Conduct client interviews. May deliver presentations and training courses including measurement, analysis, improvement, and control. May perform cost and benefit analysis. LEADERSHIP AND MANAGEMENT: Manages experienced professionals (e.g. engineers, scientists, financial analysts) who exercise discretion and independent judgement performing assignments. Often heads one or more sections of a small department. SCOPE: Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Provides guidance to subordinates within the latitude of established company policies. Recommends changes to policies and establishes procedures that affect immediate organization. KNOWLEDGE/SKILLS AND ABILITY: N/A PROBLEM COMPLEXITY: Interprets and administers policies, processes, and procedures that may affect sections and subordinate work units. FREEDOM TO ACT: Assignments are defined in terms of activities and objectives. Work is reviewed upon completion for adequacy in meeting objectives. IMPACT: Decisions have an impact on work processes and outcomes. Erroneous decisions or recommendations or failure to complete assignments normally result in serious delays and considerable expenditure of additional time, workforce, and funds. LIAISON: Interacts frequently with internal personnel and outside representatives at various levels. Participates and presents at meetings with internal and external representatives. Interaction typically concerns resolutions of operational and scheduling issues. Often plays a key role in cooperative effort among members of a project team made up of representatives from other departments.

Provide program management and technical/financial management support to the Federal Aviation Administration's (FAA) Real Property Disposition program.  Assist FAA in prioritizing and executing disposition of decommissioned assets in the National Airspace System.  Oversees a staff of 8-10 Analysts and Environmental Engineers to assist FAA in achieving corporate goals.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience. Will accept additional 4years' experience in lieu of degree.

Required Qualifications:

Experience in managing small teams to accomplish technical and project management tasks.  Must be eligible to work in the U.S. and pass FAA security screening for positions of public trust.

Desired Qualifications:

Familiarity with FAA and management systems such as the Corporate Work Plan (CWP) and the FAA planning process for Facilities and Equipment (F&E) budgets.  Familiarity with FAA Acquisition Management System.  Expertise with MS Office suite and familiarity with project management tools.  Familiarity with Government real estate transactions.


Target salary range: $125,001 - $150,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.

Covid Policy: SAIC does not require COVID-19 vaccinations or boosters. Customer site vaccination requirements must be followed when work is performed at a customer site.
