Description

This job spans a range of Satellite Comm Systems Engineering activities in a dynamic NRO Systems Program Office (SPO) supporting the Government customer with multiple satellite systems, both on-orbit and in development.  This position will primarily support the design, development, manufacturing, assembly, and integration and test activities for one of the major satellite programs. The job requires expertise in space-to-space, space-to-ground, ground-to-space, and ground-to-ground network communications supporting Government customers integrating mission payloads into commercial constellations, including both Government-owned services and commercial services.
 
Job Responsibilities:

  • Assist the GPOC preparing contract documentation and evaluating contractor proposals
  • Assist the GPOC managing and evaluating contractor PDRs, CDRs, and MRRs
  • Attend enterprise system, subsystem and segment level design reviews and program management reviews to assess design maturity, requirements compliance and to provide informed technical recommendations to the GPOC
  • Perform independent reviews of contractor designs to verify satisfaction of mission requirements (CONOPs, constraints, etc)
  • Review test plans/procedures and test results and test reports for completeness and accuracy, including compliance to approved plans, and provide feedback to the GPOC
  • Assist the Government customer planning, defining, developing, installing, and testing satellite ground terminals in both CONUS and OCONUS locations.  This includes site surveys and coordination with contractor teams.
  • Review/monitor enterprise and system test and verification/validation planning and execution.
  • Evaluate and provide recommendations to the Government customer on enterprise-level designs and program integration into those architectures
  • Proactively identify and assess emerging technical and programmatic risks at the enterprise, system, subsystem level and then work with the Government enterprise Prime/Subcontractor to develop and evaluate mitigation approaches
  • Develop productive relationships with Prime/Subcontractor counterparts, functional counterparts, and other subject matter experts

Qualifications

  • Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience.
  • Excellent interpersonal, leadership, team building and problem solving skills with a demonstrated ability to be effective in a government/contractor team environment
  • Experience designing RF and laser communication networks, including test and performance evaluation
  • Familiarity with the Government (National Telecommunications and Information Administration (NTIA)) and commercial (Federal Communications Commision (FCC)) frequency registration and approval process
  • Familiarity with the International Telecommunications Union (ITU) frequency allocation rules
  • Understanding of network protocols and networking for both space and ground networks
  • Understanding of cryptography designs and constraints
  • Experience with Satellite Tool Kit (aka System Tool Kit) (STK) a plus
