SAIC is seeking a Communications Systems Engineer in support of the intelligence community.

A successful candidate will have familiarity with Systems Engineering processes to include RFC development, Technical point-papers, Configuration Management, System Planning and Analysis, Testing, Requirements review, and the ability to identify and draft derived requirements.  The candidate should also have familiarity with Networking concepts and various networking technologies.

This role includes the following specific functions:

  • Works with various ISPO Teams to understand and capture Communications needs by populating information and creating documentation to submit requirements through Requested Items (RITMs) to various NRO Communications Directorate offices to establish service, participate in TEMs and track requirements to completion
  • Coordinates, hosts and participates in ISPO, COMM and external customer TEMs
  • Reviews and approves ISPO RITM Tickets at the IT POC level for Senior Leadership
  • Reviews and approves the implementation of new IT/COMM/IA/Cloud services for the ISPO
  • Generates and briefs ISPO Leadership monthly at the Coordination and Decision Forum (C&DF), as well as, throughout the month regarding various COMM topics when needed
  • Coordinates and executes Hardware and Software procurements and logistics activities for ISPO components using the NRO Corporate IT Procurement (CIP) Process
  • Participates in weekly and monthly TPWG (Test Plan Working Group) discussions supporting the ISPO OpIT Test Campaign, and multi-component test and verification activities
  • Provides assistance to ISPO developers opening Incident Tickets (INC) for troubleshooting with COMM teams, developing documents to submit Firewall Change Requests (FCR), requests for IP addresses and new circuit connectivity
  • Services as primary coordinator between the ISPO and COMM Directorate Offices for Network Services, Security Services, Desktop Services, Firewall Services and Corporate IP Procurement Services  
  • Reviews and provides feedback to RFCs and ICCM documents
  • Coordinates with budget analysts to define ISPO COMM requirements, secure funding and manage COMM service on behalf of the ISPO
  • Monitors approximately 65 RITM tickets monthly on behalf of the ISPO
  • Services as liaison between the ISPO development teams, SETA and COMM Directorate Engineers to resolve COMM issues  

This role includes the following key functions:

  • Develops technical written COMM requirements, drawings and analytical information for the project owner’s consideration
  • Analyzes data networks and works to improve performance through hardware and software upgrades as needed
  • Assists in defining the technical baseline and executing verification of the technical baseline
  • Conducts/participates in trade studies to determine future architecture solutions to best achieve customer mission
  • Leads/supports customer/contractor working group discussions by creating briefings, leading discussions and developing meeting minutes
  • Communicates across various organizations to ensure standards are met, stakeholders are identified and informed and capabilities are well-defined and documented to ensure scope is achieved on schedule and within budget
  • Manages risk, issues, interdependencies, identifies schedule disconnects and conflicts, develops action plans for resolution and assists the Government team in executing solutions

 

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience
  • Must be a US Citizen with active TS/SCI security clearance with polygraph
  • Broad understanding of space and/or ground systems, hardware, software, operations, and their interdependence
  • Working knowledge of IC principles, procedures
  • Experience in the engineering/networking career field
  • Familiarity with Computer Networking terms, protocols, technologies and data architectures
  • The ability to work proactively, independently, and/or as a member of a highly effective technical team while developing approaches
  • Working knowledge of AGILE Scrum and SAFe software development methods
  • Demonstrated ability to establish and maintain effective working relationships with customers
  • Proficient with Microsoft Office Suite and various SE, PM tools
  • Working knowledge of Jira and Confluence

**May require overnight travel up to 3 percent of the work year

DESIRED QUALIFICATIONS:

  • IR Common Systems and Data Components to include OPIR phenomenology, characteristics, designs, commanding systems, and data processing architectures.  Current and known future sensors include:  Space Based Infrared System (SBIRS) GEO, Defense Support Program (DSP), and awareness of Next Gen GEO, Next Gen Polar, space Defense Agency/Missile Defense Agency Hypersonic and Ballistic Tracking Space Sensor (HBTSS)
  • Previous experience as a Network Engineer, Technician, Installation Team member or Systems Administrator with configuration and installation knowledge of workstations, servers, switches, firewalls, routers, load balancers, IA activities, Network Management Systems, encryption and telephony equipment
  • IT and business certifications such as Security+, Network+, CISSP, Cisco CCNP/CCNA, and Juniper JNCIA are a plus
  • 5+ years working in a collaborative, cross-functional team environment developing technical Communication System baseline specifications in support of multi-level global networks
  • SAFe Agilist certification
