Job Description


4.2.1. Task 1: Organization, Development, and Sustainment: Conducts or participates in 
reviews and evaluations of AFMS MCPO operations to determine progress, conformity to program 
requirements and identifies deficiencies and problems affecting cost and delivery of services. 
Recommends corrective action and methods to resolve problems and achieve compliance with 
policy. Provides general consultation and technical guidance in the establishment of new or 
redefined AFMS MCPO operating program guides, policies and procedures. Recommends 
modifications, extensions or terminations of program supported objectives and activities. Assists 
AFMS MCPO GS staff with development and maintenance of a coding knowledge management 
program through military web page development and maintenance, email communications, and 
development of content for publication and dissemination to MTFs. 

4.2.2. Task 2: Project Planning and Coordination: Plans and conducts projects to gather and 
analyze data which will improve organizational performance. Responsible for planning and 
scheduling various project workloads. Gathers and analyzes information to prepare status reports. 
Coordinates project activities to ensure the project is on schedule. Provides administrative and 
logistical support including meeting arrangement, progress tracking, and documentation. Evaluates 
current procedures and recommends changes to improve the efficiency of planning and scheduling 
of projects. Determines the level of schedule compliance and identifies reasons for completion 

4.2.3. Task 3: Creating and Publishing. Prepares reports for upper management regarding 
status of project. Prepares reports for management and maintains all essential records and reports. 
Ensures that all work orders and projects are properly documented and closed in scheduling 
systems. Prepare communication for widespread distribution within the organization. Prepares 
reports related to productivity, operations, and utilization of resources for utilization in the determination of effectiveness of the programs; and assist the AFMS MCPO in resolving problems of significant consequences. Assists in the development of program-specific reports for use within  the organization. Assists in the documentation of reports, manuals, staff papers and correspondence on applicable subjects and issues. 


 Task 4: Data Analysis: Responsible for data collection and analysis for special reports 
and assures that reports are prepared in a timely manner and that they contain all required 
information. Validates data for accuracy and completeness and refine into format for specific 
individual responses or summary reports. Provides guidance and instruction to originators on 
information requirements, modifications in processing methods and proper reporting procedures. 
Establishes and maintains AFMS MCPO metrics for Continuous Process Improvement (CPI) and 
other reporting. 


Task 5: Administrative Functions: Provides advice on general administrative functions. 
Assists in developing strategies and methods to improve office operations. Serves as a liaison 
within and outside the organization to keep abreast of changes in administrative procedures. 
Interprets administrative policies and develops local administrative policies and guidelines for 
program activities. Responds to inquiries and requests for AFMS MCPO assistance via telephone, 
written communication or personal visit. Coordinates requests and provides consultation to resolve 
problems or issues; requests in many instances originate from a variety of sources requiring contact 
with outside agencies and organizations. Assists in maintaining and updating AFMS MCPO 

Qualifications Knowledge of the principles, methods, or tools for developing, scheduling, 
coordinating, managing projects and resources, including monitoring and inspecting costs and 
work, in developing in managing projects. Knowledge of organizing work, setting priorities, and determining resource 
requirements; determining short- or long-term goals and strategies to achieve them; 
coordinating with other organizations or parts of the organization to accomplish goals; and 
monitoring progress and evaluate outcomes. Knowledge of mathematical and statistical techniques to solve practical 
problems. Utilize medical computer software programs to abstract, analyze, and/or evaluate 
clinical documentation and enter/edit diagnosis and procedure codes. Write in a clear, concise, organized, and convincing manner for the intended 
audience; use correct English grammar, punctuation, and spelling; communicate information 
(for example, facts, ideas, or messages) in a succinct and organized manner; produce written 
information, which may include technical material, that is appropriate for the intended audience. Understand and interpret written material, including technical material, rules, 
regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written 
material to specific situations. Education Requirements: Bachelor’s degree or higher in Healthcare 
Administration, Business Administration, Health Information Management, or a closely related 
field (to be approved by the COR). Experience: Minimum five years’ experience within the past 10 years in healthcare administration or project and/or program management. Experience in health informatics and working in a military command/headquarters level capacity preferred. Equivalency Determinations. All equivalency determinations in regards to 
education, experience require the concurrence of the AFMS MCPO. Work Environment/Physical Requirements. The work is primarily sedentary. 
Requirements may include prolonged walking, standing, sitting, or bending. Carrying or lifting of 
medical records or documentation may be required daily. Use of one or more computer programs 
and monitors simultaneously is typical and frequent.
