SAIC is looking for candidates to provide Financial Analyst support to the customer by providing the necessary tools and expertise to support the following areas:
Strategic Financial Planning
Financial Policy Formulation and Development
Special Cost Studies
Economic and Regulatory Analysis
Benchmarking and Program Metrics
Business Program and Project Management
Develop strategies and advise on presentation and communication of historical and planned financial data to executive leaders and stakeholders
Advise on all aspects of financial performance to assist in maximizing services value, mitigate financial risk and meet financial commitments
Advise on strategies and recommendations for topics such as executing Other Government Agency funding service pricing, customer forecasting, staffing needs, cost controls, and SLA management
Assist leadership in designing and developing processes and procedures to support reporting requirements
Assist with designing process and procedures to support financial reporting requirements to leadership including spend plans, budgeting and planning
Implement processes and procedures supporting SLA establishment as well as providing expert guidance on SLA compliance and GAO regulations related to bona fide need, obligations, funding tenure and contractual requirements
Develop and maintain financial models for all “colors of money” that align to findings
Identify, design, implement and improve processes and procedures supporting periodic expense reporting
Design, implement and improve processes and procedures for managing current year execution against all portfolios of funding
Train team members as needed in these processes and procedures
Design, implement and improve processes and procedures for planning out-year budgeting
Develop and maintain financial models across multiple Sponsor funding portfolios
Develop strategies and advise to Sponsor on presentations and communication on historical and prospective financial data to executive stakeholders
Active TS/SCI clearance with polygraph
5 years of experience in some or all of the following ares:
Familiarity with budgeting processes
Experience working with Financial Systems
Knowledge of contractor financial methods
Experience with Contractor financial reporting
Experience with the creation of a business plan
Experience in creation of budget presentations to support programs, components, and above.
Excellent communication skills (verbal and written)
Knowledge of appropriations law and contract law.
CPA and/or PMP
Understanding of Commit, Obligation, and Expense methodology
Familiarity and experience with the IPOM, IPBS, and CBJ processes
Familiarity with other government agencies budgeting processes (IC and DoD agencies)
