SAIC is seeking a Systems Engineer with Specialty Engineering (SpE) experience in defense weapon systems to join our energized team supporting an exciting variety of programs to provide advanced DoD Specialty Engineering disciplines (Reliability and Maintainability (R&M) Engineering, Manufacturing and Quality (M&Q) Engineering, Human Systems Integration (HSI), and System Safety Engineering).  This position is located in Alexandria, VA.  

SAIC Supports the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) customers as they lead, cultivate, and develop innovative solutions to address common concerns of Specialty Engineering (https://ac.cto.mil/specialty-engineering/). SAIC also provides technical expertise to improve the state-of-practice to pursue crosscutting issues across the acquisition community and within the systems engineering enterprise. 

As a core member of the team, you will assist OUSD(R&E) architect, develop, and implement an approach for Joint and Service specialty engineering body of knowledge and workforce development. Candidates must possess strong analytical skills with background and demonstrated understanding of engineering of DoD weapon systems. Candidate must be able to conduct briefings, participate in technical cross-functional meetings, and demonstrate a clear capability to interface with customers, SMEs, and industry. 

The candidate will:

  • Advance the state of the practice for a variety of specialty engineering initiatives, to include development of workforce training and bodies of knowledge; interaction with Service, Agency and Industry partners to advance the specialty engineering disciplines; determine how advanced technology (e.g., artificial intelligence/machine learned, data science, additive manufacturing) can aid in specialty engineering tasks.
  • Support the use of systems engineering principles and best practices by the DOD acquisition community and provide recommendations for improvements.
  • Interact with DoD stakeholders to promote effective technical collaboration.
  • Perform statistical data analysis in support of the specialty engineering initiatives.
  • Provide detailed SpE-wide guidance and background, as needed, to the SpE team on responding to and finalizing the following:
    • internal-to-R&E data calls (e.g. WAR, P&G tracker)
    • external-to-R&E data calls (e.g. UFRs)
    • requests for review of DoD issuances (DoDD, DoDI, Directive Type Memorandum, etc.), Joint Chiefs of Staff Directives, guidance, standardization documents, etc.
  • Provide analysis of SpE-wide updates to US Code, CFR, Executive Orders/Presidential Directives (national archives), OMB Circulars, US and DoD strategies, DoD Issuances, NDAAs (to include draft legislation), FAR/DFAR, etc.
  • Ensure agile SpE process engagement, maintain process knowledge on workflow (to include OSD CATMS), WHS Issuance Process, weekly activity reports, workforce initiatives, unfunded requests (UFR), issue papers, policy/guidance development/update, MOU/MOA development, communities of practice, ASSIST, working group establishment, policy/guidance review processes, etc.

Qualifications

Required:

  • BS degree in an engineering, scientific, or technical discipline that is relevant to engineering.
  • Minimum of 10 years of engineering experience including with emphasis on specialty engineering (SpE) experience.
  • Experience providing technical expertise working with DoD within a Specialty Engineering discipline (e.g. Reliability and Maintainability (R&M) Engineering, Manufacturing and Quality (M&Q) Engineering, Human Systems Integration (HSI), and System Safety Engineering).
  • Clearance Requirement: TS with SCI eligibility
  • Excellent written and verbal communications skills with the ability to compile, analyze, interpret, report, present, and respond to inquiries on data, information, and procedures associated with Specialty Engineering initiatives
  • Excellent customer service skills, with an advanced understanding of customer relationship building
  • Proficient in MS Word, PowerPoint, and Excel

Desired Qualifications:

  • Knowledge of Office of the Secretary of Defense (OSD) organizational structures, functions, and communication protocols
  • Knowledge of DoD acquisition lifecycle,  policy and guidance
  • Experience with data analysis software (e.g., miniTab, R, SPSS)
  • General knowledge of SharePoint, and MS Project and Visio
