Job Description


SAIC is seeking a Program Manager to support the United States Air Force Pilot Training Next initiative in San Antonio, Texas. SAIC is seeking a business and thought leader with the passion to transform training through modeling & simulation, technology, and data innovation. 




Provides key input and direction in planning, developing and implementing the program baseline. Identifies key resources to manage and execute to the program baseline. Identifies and analyzes moderate variances, and defines corrective actions. Responsible for a task or project when it is part of a larger program reporting to another PM; or responsible for overall execution as the sole PM managing and growing Category 3 program(s) with domestic funding. Manages large size program staff that includes subcontractors or suppliers and task or project leads. Leads internal matrixed cross-functional team. Uses standard, well-defined processes, procedures, techniques, or tools that require program-specific modifications. Develops some program specific processes, procedures, techniques or tools.  





Rarely reviewed for progress or completion in meeting program objectives and account synergy engagement. Primary customer interface for all program matters, information and insight sharing, and problem resolution. 




Possesses leadership and management skills that require very little feedback from supervisors. Provides strategic guidance to the team. Escalates and resolves moderate program issues. Provides input on performance reviews, compensation-related actions, and staffing and hiring recommendations. Assists in screening and interviewing potential hires. Resolves moderate personnel issues in coordination with HR and Program Oversight. 




Contributes to a strategic BD plan to protect current program and expand account offerings. Provides significant elements of recompete capture strategy. May serve as Capture Manager to expand current account offerings. Identifies potential buying agents for growth beyond current account. Identifies opportunity and account buying influences. Recommends opportunities for investment by leveraging repeatable and differentiated offerings and capabilities by implementing specific tools and resources. 




  • Bachelors and eighteen (18) years or more of related experience; Masters and sixteen (16) years or more of related experience.
  • PMP or certification in Program Management is highly desired
  • Solid background managing multiple customer programs/business development.
  • Secret clearance with ability to obtain TS/SCI
  • Managerial / Business-level experience with IT modernization initiatives

  • USAF uniformed pilot experience
  • USAF acquisition experience, to include contracts, requirements development, project management
  • Experience in managing training programs as commander, instructor, cadre, or curriculum developer
  • Experience with Agile development and project management processes and techniques.
