JOB DESCRIPTION:  SAIC is seeking an experienced budget analyst / cost specialist to provide dedicated support to a Customer office that performs important research to ensure that future mission capabilities are ready for tomorrow’s increasingly challenging environment by collaborating with mission partners to research new technologies that will create fresh solutions to enhance technological capabilities. The Customer executes a dynamic portfolio of research programs across diverse channels (academic, National Labs, industrial contractors), funded by multiple internal and external sources. The candidate will manage and track execution of the division budget against planned and active research programs. S/he will serve as a liaison between Customer leadership and the Resources Team on budgetary status. Core duties of the position include, but are not limited to, the following:

• Assist with budget cycle planning and program builds, as well as preparation and tracking of associated artifacts and submissions.
• Develop spend plans for future fiscal years.
• Respond to budget-related taskings and data calls.
• Collaborate with COTRs and Customer chiefs to manage and track contract costs.
• Monitor budget execution to identify cost overruns and underruns to optimize the use of available funding to meet mission objectives.
• Provide management with budget review, cost analysis, and reporting to ensure sufficient funding by appropriation type.
• Submit invoices to customer groups and submit contract requests to manage funding on contracts.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE:

Qualifications:

• Must have current TS/SCI clearance with full-scope polygraph.
• Must have a Bachelor’s degree in an applicable field (four years of relevant experience may substitute in lieu of a degree) and at least ten years of experience.
• Experience working with customers to identify and draft investment plans and justifications.
• Expertise in budget development and financial execution, along with knowledge of the Customer’s financial management process for contracts.
• Expertise with Customer financial databases; knowledge of Customer budget processes and timelines.
• Expertise with MS Excel, including use of pivot tables.
• Strong writing and editing skills, and successful experience facilitating meetings.
• Background in use of accounting principles to facilitate financial duties is a plus.
• Familiarity with federal budget cycle and related activities is a plus.
