Description

The OCO Planner 3 will serve as an advisor to the Cyber Tactical Operations Center (C-TOC) Access Manager on all access operations within the headquarters. This position will be located at Fort Meade, MD.

This position supports the Comprehensive Cyber Support Services II (CCSS II). CCSS II is a SAIC Prime DoD contract that supports Marine Corps Forces Cyberspace Command. Team SAIC delivers high impact subject matter expertise to help solve complex operational challenges the Marine Corps faces in this dynamic domain of warfare. Our SMEs cover the spectrum from All Source Intelligence Analysts, full spectrum CO Planners, CND/IR, and OCO mission management. 

Job Description: 

  • This position will be responsible for coordinating with USCYBERCOM and assigned forces and integrating into the JFHQ-C (M) planning process to understand operational requirements and to identify access requirements to support campaign plans. 
  • Apply working knowledge of network architectures, security fundamentals, operating systems (OS) and system virtualization in order to facilitate cyberspace operational planning.
  • Apply a thorough knowledge and understanding of the plans, missions, components, organization, and structure of the Cyber Mission Force.
  • Maintain cognizance of current accesses and requirements across assigned forces.
  • Able to leverage capabilities with assistance to enhance access and target development.
  • Validate access requirements of assigned forces by mapping requirements to objectives and effects tasked by USCYBERCOM plans and orders.
  • Review mission enabling and access transfer CONOPs for feasibility, adequacy, suitability, and risk.
  • Serve as the initial entry point to the JFHQ for access opportunities with external partners.
  • Develop technical concepts of support, courses of action, integrate command and external capabilities to enhance planning products, 
  • Familiar with Jira and Confluence.

Qualifications

Required education and experience:

  • Bachelors and nine (9) years or more experience; years of experience may be substituted in lieu of a degree.

Required skills:

  • Ability to analyze internet traffic to identify network devices.
  • Skilled in identifying, locating, and tracking targets via geospatial analysis techniques
  • Capable of running basic SIGINT queries to answer RFIs.
  • Capable of basic target discovery and collection triage.
  • Able to evaluate leads for tasking and able to use appropriate tasking authorities.
  • Capable of building analytics for more complex discovery and analysis tasks.
  • Understands multiple communications protocols and can analyze technical data from collected information for new collection opportunities.

Required Clearance:

  • Active TS//SCI Clearance with active CI poly.
