SAIC is looking for an experienced Senior Proposal Writer to lead the team of proposal writers to support the National Security & Space Sector bid opportunities.

This role reports to the Senior Business Unit Proposal Leader of the Proposal Development Center (PDC). The Team Lead works closely with the PDC leaders, contributors, subject matter experts, and sector professionals to support the development and delivery of high-scoring, high-quality, responsive, and compliant Federal Government proposals. This position is a hybrid role of onsite and remote work, depending on classified/unclassified proposal support. Occasional travel may be possible.

The successful candidate will be responsible for the following:

  • Personnel management includes, but not limited to: provide oversight and top coverage for the team of proposal writers; provide guidance and direction; and performance management responsibilities (approving timecards, resource assignment, level of effort assessment of resources, performance assessment).
  • Support the quality of proposal content development through facilitating content sessions, strength writing and content reviews (internal and formal color reviews).
  • Lead and drive proposal quality based on the evaluation criteria with an increased focus to develop high-scoring proposals.
  • Exercise thought-leadership and provide direction to the proposal writing team as a proposal content expert.
  •  Ensure proposal compliance, checking regularly throughout the proposal cycle.
  • Work as part of a collaborative team to clearly articulate solution and strategy, approach to performing the work, experience, win themes, discriminators, and strengths.
  • Apply communication and interviewing skills to gather needed information from internal and external personnel to support writing activities.
  • Write clear, persuasive, and articulate proposal sections; translates complex ideas into easily understandable text.
  • Develop and implement process improvements to help improve proposal quality.



Required Qualifications:

  • Bachelor’s Degree (can be substituted with years of experience) and 15+ years of professional experience in a competitive Federal Government environment
  • Or a Master's Degree and 13+ years of professional experience in a competitive Federal Government environment
  • At least 3+ years of experience in a proposal development leadership role (Team Lead, Book Boss/Volume Lead) leading proposal volumes/teams
  • Possesses strong leadership skills
  • Active clearance – level: TS/SCI
  • Experienced working in classified environments.
  • Excellent written and verbal communication skills and able to articulate clearly and concisely
  • Demonstrated success writing and leading technical, management, resume, and/or past performance volumes for complex efforts valued above $100M
  • Knowledge of the proposal development life cycle, and understanding of Shipley business development, capture, and proposal development processes
  • Demonstrated ability to create high-scoring proposal outlines and lead writers working sessions to drive content development
  • Ability to coach and instruct others to facilitate consistency across multiple authors
  • Ability to work strategically and tactically
  • Ability to solve complex problems through creative solutions
  • Ability to work collaboratively across a diverse group of contributors and leaders
  • Ability to work extended hours to meet internal and government deadlines
  • Demonstrated ability to work efficiently with multiple deadlines and changing priorities to deliver high-quality material
  • This position requires US Citizenship

Required Clearance:

  • MUST currently hold an active TS/SCI Clearance

Desired Qualifications:

  • Experience working on proposal efforts for NASA and the U.S. Intelligence Community
  • Experience with the FEDSIM acquisition process
