SAIC’s Proposal Development Center (PDC) is seeking an experienced Senior Proposal Manager (cleared) to join our Proposal Team supporting the National Security & Space (NSS) Sector.
The Senior Proposal Manager works closely with PDC members, NSS Sector business development, capture, and operational teams to lead, develop, and deliver high-scoring, high-quality, and compliant Federal Government proposals. This position is a hybrid role of remote and onsite support, depending on classified/unclassified proposal support. Occasional travel may be required.
The successful candidate will be responsible for the following:
- Manage priority-level proposal efforts, including all aspects of proposal development: pre-proposal planning activities, kick-off meeting, value proposition conveyance, theme development, schedule management, action/issue tracking, proposal structure, compliance oversight and enforcement, writing instructions and team guidance, review team coordination, and production oversight.
- Ownership of proposal assignment(s) through leadership execution, thought-leadership, and providing direction to proposal team members from pre-proposal planning through post-submission activities (e.g., evaluation notices).
- Develop/maintain proposal management-related artifacts for each opportunity to include kickoff materials, master outline and compliance matrix, schedule, annotated outlines, writing instructions and templates, daily stand-up agenda, team contact list, action items, and color team review briefings.
- Review/analyze proposal sections for consistency and clarity, compliance with solicitation requirements, and alignment with proposed solutions and themes and write/re-write proposal sections as necessary to deliver high-quality and high-scoring, winning proposal products.
- Collaborate with business development, capture, and operational leadership to obtain adequate resources for accomplishing a high-quality proposal submission in a timely manner.
- Manage and direct all proposal efforts to include preparation, revision, and submission; establishes and enforces the proposal schedule. Clarify, communicate, and enforce roles and responsibilities of the proposal team members.
- Collaborate with the capture manager, subject matter experts, and other writers to refine proposal sections to ensure accuracy, responsiveness, compliance, consistency, and reflection of win strategies and strengths.
- Lead and drive proposal quality based on the evaluation criteria with an increased focus on content development to develop high-scoring proposals.
- Drive writing sessions with proposal Book Boss(es), proposal writers, and solution architects from the content planning phase through the first draft. Work to support color review recovery through comment adjudication and provides direction based on proposal strategy, evaluation scoring, and compliance.
- Assist in the development and refinement of templates and standardized processes to streamline proposal development.
- Provide daily updates regarding proposal progress to the proposal team via the daily stand-up: action items, identified risks, section status, and schedule. Identify risks and develop mitigation plans.
- Lead/facilitate/drive the discussion during solution strategy sessions with capture manager, volume lead(s), and subject matter experts; capturing and helping to document customer hot buttons, win themes, our approach/solution, and features and benefits at the level required for a compelling proposal response.
- Work with the color review leads to convene color teams and prepare color team package. Lead color review recovery from post-review assessment to providing guidance for implementation of approved content changes and modifications.
- Remain current on all solicitation modifications and communicates them to the team. Revise schedule, outline, and compliance matrix as necessary throughout proposal life cycle.
- Ensure proposal compliance, checking regularly throughout the proposal cycle.

- Bachelor’s Degree (can be substituted with years of experience) and 18+ years of demonstrated experience, including managing winning competitive Federal Government proposals in a defined proposal role
- Or a Master's Degree and 16+ years of demonstrated experience, including managing winning competitive Federal Government proposals in a defined proposal role
- Must hold an active clearance, Secret level
- Experience working within a classified environment
- Knowledge of the proposal development life cycle, and understanding of Shipley business development, capture, and proposal development processes
- Demonstrated ability to create high-scoring proposal outlines and lead writers working sessions to drive content development
- Understanding of the FAR, especially best-value aspects
- Demonstrated ability to work efficiently with multiple deadlines and changing priorities to deliver high-quality material
- Knowledge of business processes/project management; able to successfully execute multiple tasks simultaneously
- Dynamic interpersonal skills to interact with all levels of management
- Excellent work ethic and excellent organizational, written and verbal communication skills
- Ability to work extended hours to meet internal and government deadlines
- This position requires US Citizenship
Desired Qualifications
- Experience working on proposal efforts for NASA and the U.S. Intelligence Community
- Experience with the FEDSIM acquisition process
- Active clearance: Top Secret and eligible for a SCI
