Job Description:

The Western Hemisphere Theater Security Cooperation Implementation Analyst will:

- Provide technical advice and assistance to monitor current and evolving events relating to defense issues in the Western Hemisphere.

- Provide technical assistance for development of Western Hemisphere information, reports, and briefings to DoD military, civilian, and political officials.

- Provide technical analysis of current events in the Western Hemisphere that may affect regional security and U.S. security events.

- Provide technical advice and assistance to prepare senior DoD members, including the Secretary of Defense, to travel to defense ministries in the Western Hemisphere, as well as to prepare for visiting dignitaries to the U.S. to include support in preparation of and conduct of bilateral and trilateral workshops and meetings.

- Provide technical advice and assistance for organization of meetings between U.S. defense officials and counterparts, and accompanying and advising DoD principals during trips to Western Hemisphere countries which may include preparation of background studies on key issues involving U.S. security interests, coordinating on all matters of substance and protocol, and preparing meeting papers, trip reports, and after-action cables.

Qualifications

Required Education and Experience:

- Master’s Degree in national security management, public policy, political science, or international studies, or a graduate of a senior-level military service school; or 6 additional years of related experience.

- 8 years relevant experience in supporting DoD in an academic field relevant to security and international studies.

- Knowledge of Spanish or Portuguese.

- Demonstrated knowledge of the Western Hemisphere region.

REQUIRED SKILLS:

Candidate must have a minimum of ten years counterintelligence experience and/or U.S. Intelligence Community (US IC) experience.

Job Description:

The Maritime Homeland Defense Policy Analyst will:

- Produce technical and policy assessments for DoD strategies and plans for the maritime defense of the United States and on maritime homeland security strategies and plans in support of Department of Homeland Security law enforcement activities, which ensure identification and protection of the United States, its citizens, and its security partners from threats emanating from the maritime domain.

- Enable DoD’s compliance with interagency responsibilities established in Presidential Policy Directive (PPD-18), the National Strategy for Maritime Security, and the Strategy’s eight supporting National Plans.

- Recommendations based on opportunity and weighted risk to DoD officials regarding whether DoD should oppose provisions in legislation

through Statement of Administration Policy documents or formal appeal language.

- Advice and assistance to enable DoD officials to effectively and efficiently develop, plan, prepare and coordinate legislative actions/activities,

including: legislative priorities, appeals to legislative provisions, inputs to White House Statements of Administration Policy, reports to Congress, official requests for information, committee Questions for the Record, monitoring congressional hearings and providing written and oral analysis, OMB requests for review on interagency-related legislation and reports, talking points, information memos, action memos, and read-aheads.

Qualifications

Required Education and Experience:

- Master’s Degree in national security management, public policy, political science, international studies, emergency management, or other relevant field of study directly relating to the work/missions conducted by the organization; or 6 additional years of experience.

- 8 years relevant experience working legislative issues pertaining to homeland defense, Defense Support of Civil Authorities, and Western Hemisphere defense policy issues.

Qualifications:

Military Education. Minimum three years experience in military training and education. Attendance at Intermediate Level School such as Marine Corps CSC or completion of equivalent nonresident course required. Attendance at SAW or Top Level School is preferred.

Military Operational Experience. Minimum eight years operational involvement in deployment and employment of ground combat, aviation, supporting arms, and/or combat service support units and related equipment. Minimum three years demonstrated knowledge of military doctrine, tactics, and command relationships at the operational command level as measured by actual operational force employment experience. Direct participation in real world operations is desired.

Job Description:

The National Guard and Domestic Operations Planning and Integration Analyst will provide:

- Research and analysis of DoD publications to include directives, instructions and manuals; and manage coordination of staff actions relating to DSCA that require approval by the Secretary of Defense, the Under Secretary for Policy, ASD(HD&ASA), and external partners.

- Technical assessment reports on DSCA during all-hazards events including natural and man-made emergencies, major disasters, and planned special events. The Analyst will inform senior DoD decision-makers in support of the DSCA crisis response team, track and report on response activities, prepare written products, and schedule activities that support senior DoD officials during a crisis response.

- Monitor real-time Departmental and interagency software applications and systems developed to manage, collaborate, coordinate, prioritize, and provide strategic analysis of requests for DoD assistance and FEMA mission assignments during emergencies and major disasters. The Analyst will research, analyze, and develop recommendations to government employees on the supportability of such requests based on criteria in DoD Directive 3025.18, Defense Support of Civil Authorities. The Analyst will update DoD’s support to Civil Authorities Automated Support System to reflect actions taken by OASD(HD&ASA).

- Integrate information technologies in the workplace by creating, populating, and maintaining Microsoft SharePoint sites, and categorizing and maintaining all pertinent documents to share information within the organization and with external stakeholders. The Analyst will also monitor and provide analytic support to specific communities of interest on the Homeland Security Information Network and Defense Connect Online.

- Research, analysis, and recommend actions to improve reimbursement processes and activities for DoD support provided to Federal departments and agencies under the terms specified in the Stafford Act (PL 100-707, as amended), the Economy Act (title 31, U.S. Code, section 1535), or other interagency agreements authorized by the Code of Federal Regulations or Federal Acquisition Regulations.

SAIC’s Mission Support Business Unit is looking for a mid-level Geospatial Analyst / Boundaries Analyst to support our National Geospatial and Intelligence Agency (NGA) customer in Springfield, VA.

To be considered for this opportunity candidates MUST have a current Top Secret security clearance and SCI access and MUST be willing to perform shift work.

JOB DESCRIPTION: The successful candidate will work with NGA boundaries experts to conduct boundaries analysis and provide boundary data and documentation for the Digital International Boundaries Database (DIBDB) and provide political boundary recovery to NGA. This activity shall involve the study of treaty documents and boundary studies and the acquisition and analysis of boundary source maps as to suitability and proper boundary alignment. This shall include registering source material, applying proper attribution, creation of metadata and digitizing boundaries as specified. This may include stereo extraction. This process involves searching for geodetically accurate base sources, accurate boundary source information, and exploiting various GIS packages to produce digital boundary information. A technical document explaining extraction and analytical processes employed will be written for each boundary. The information will be incorporated into the DIBDB. Final boundary approval will be coordinated through the NGA Geographer and the Department of State (DoS). The purpose of the work is to build an accurate digital boundary database that will be the definitive source of all boundaries for the DoS and other government agencies.

Qualifications:

TYPICAL EDUCATION AND EXPERIENCE: Bachelor's degree in Liberal Arts/Sciences (or related field) and/or equivalent formal military training and 4+ years of related experience. The expected skill set includes:

n Expertise and experience in geography, cartography and Geographic Information Systems (GIS), which includes skills in ArcGIS applications.

n Expertise in creating shapefiles, geo-databases, and features. NGA uses a variety of geospatial analysis software suites to accomplish its mission. In general NGA uses applications of GIS commercial software packages such as ArcGIS, ERDAS & SocetSet, including common office software to include spreadsheets, word processing and e-mail.

The Government Solutions Group of SAIC is seeking a Domestic Preparedness Support Initiative (DPSI) Planning and Integration Analyst for the Arlington, VA office.

Job Description:

The Domestic Preparedness Support Initiative (DPSI) Planning and Integration Analyst will:

- Provide analysis in support of DoD technology and excess equipment transfer in support of domestic preparedness and enhancement of homeland security. The Analyst shall work with academia, the private sector and first responder communities (law enforcement, fire, and emergency medical services) at the Federal, State and local levels.

- Provide research that analyzes the DPSI planning and integration processes to expedite the advancement and adaptation of high priority DoD technology projects from research through initial manufacturing, and the timely transfer of appropriate technology items and equipment to Federal, State, and local first responders.

- Provide technical analysis in the identification, evaluation, deployment, and transfer to Federal, State, and local first responders’ technology items and equipment in accordance with the 2003 National Defense Authorization Act (NDAA) requirement in Section 1401, “Transfer of Technology Items and Equipment in Support of Homeland Security.”

- Maintain awareness of ongoing cooperative research, development, test, and evaluation for relevant technologies when such cooperation includes non-DoD agencies of Federal, State, and local Governments, and when the anticipated or known field of use includes public safety or homeland security. Such efforts include, but are not limited to, Cooperative Research and Development Agreements, Work for Private Party Agreements, Patent License Agreements, and Material Transfer Agreements.

- Coordinate with various research labs and OUSD(AT&L) to identify and eliminate redundant and unnecessary research efforts within the Department of Defense with respect to technologies to be deployed to first responders.

- Provide talking points/position papers/briefings for DPSI and secure necessary senior leadership approval to foster mutual assistance and support between DoD and other government agencies.

- Support DoD’s outreach program to expand the network of local, State, and regional partner organizations participating in the excess equipment transfer program in order to increase their awareness of DoD’s preparedness and response capabilities.

- Support the development of a public affairs plan to increase visibility of the success of the Initiative to senior DoD and Congressional leaders, emphasizing how it supports DoD’s efforts to strengthen National Preparedness.

- Maintain the DPSI website to ensure it contains up-to-date and viable information to meet critical mission needs.

- Assist in the development of documentation related to program development and implementation. These documents may include memoranda and letters, internal and external to DoD; working group charters; meeting minutes; directives; and instructions.

Qualifications

:
Required Education and Experience:

- Master’s Degree in national security management, public policy, political science, international studies, emergency management, or other relevant field of study directly relating.

- Demonstrated experience working with DHS and DOJ, as well as the first responder communities in developing strategies and positive outcomes for the DoD excess property to the work/missions conducted by the organization, or a graduate of a senior-level military service school; or 8 years relevant experience in supporting DoD.

- Experience at the OSD, Joint Staff, and Military Department headquarters levels.

- Experience with applicable congressional committees (e.g., HASC, SASC, HAC and SAC).

- Minimum of 5 years’ experience with various professional first responder organizations and technology transfer programs.

- Specific knowledge of and experience with processes designed to expedite DoD technologies with dual use application into the commercial sector for use by Federal, State, and local first responders.

- Expertise in policies, regulations, and procedures related to the DoD lease/loan program; particularly in the areas of hand-held devices and night vision equipment.
