The Federal Health Operation team is looking for a Test Engineer, contingent upon contract award, in Austin, TX to support their bid on the Application Sustainment Testing Support Services (ASTSS) Program. The mission of the ASTSS Program is to plan, manage and conduct Functional, Regression and Integration testing in accordance with VA processes, PMAS and ProPath. The Test Engineer will perform testing to validate that that all requirements are met for the product release under test. The VA Office of Information & Technology (OI&T) Product Assessment Competency Division (PACD) is responsible for testing active products that include mainframe, multi-tier Graphical-User-Interface (GUI) and web applications.

The Federal Health Operation team will be supporting the PACD as the primary office responsible for sustaining applications after they are developed and placed into production. PACD will perform product development required to correct defects, adapt to changes occurring in the operating environment in which the application resides, change the architecture of the Product solution, and implement change requests that support business and congressional requirements. One or more Product modifications are bundled into a planned Product release version, also called a build, which requires testing. A Test Engineer who possesses knowledge of the Veterans Administration (VA), Veterans Health Administration (VHA) and Veterans Benefits Administration (VBA) is needed to provide technical support to complement PACD’s capabilities to perform Functional, Regression and Integration testing.

DESIRED SKILLS: Past experience with VA VBA applications testing, PMAS and ProPath processes and IBM’s Rational Suite.

The successful candidate will work in a team atmosphere and will be responsible for contributing to the expansion of an existing solid waste consulting practice. Provide upper-end consulting services to local and regional governments for solid waste collection, disposal and recycling systems focusing on operational, financial, procurement and planning issues. The position responsibilities will include project management, primary and secondary research, construction of spreadsheet models, writing of project reports, public presentations, training staff, interfacing with client representatives and business development. Examples of typical projects include: cost of service/rate design, management plans, operations reviews, procurement and economic feasibility. Involvement in business development in the Southwest region.

Qualifications:
? Bachelors in business, planning, public administration/policy, economics and/or engineering.
? A Masters degree in one of the above fields is preferred.
? The person should have in-depth, recent, and extensive management consulting experience in the solid waste management industry and a successful record of selling new consulting business within the Southwest region, particularly in Texas.
? Known by municipal solid waste authorities/districts and other solid waste utilities in Texas with solid contacts.
? Strong writing, analytical and quantitative skills.
? Familiar with regulatory issues and legislative agencies, especially in Texas.
? Excellent project management skills.
Minimum of 5 years of experience
