<item><title>Geospatial Analyst Job (Springfield, VA, US)</title><description><![CDATA[Geospatial Analyst   (Job Number:312040)<br/><br/><b>Description:</b><br/><br/><br/><br/>SAIC&#8217;s Mission Support Business Unit is looking for a mid-level Geospatial Analyst / Boundaries Analyst to support our National Geospatial and Intelligence Agency (NGA) customer in Springfield, VA.<br/><br/>To be considered for this opportunity candidates MUST have a current Top Secret security clearance and SCI access and MUST be willing to perform shift work.<br/><br/>JOB DESCRIPTION:  The successful candidate will work with NGA boundaries experts to conduct boundaries analysis and provide boundary data and documentation for the Digital International Boundaries Database (DIBDB) and provide political boundary recovery to NGA.  This activity shall involve the study of treaty documents and boundary studies and the acquisition and analysis of boundary source maps as to suitability and proper boundary alignment.  This shall include registering source material, applying proper attribution, creation of metadata and digitizing boundaries as specified.  This may include stereo extraction.  This process involves searching for geodetically accurate base sources, accurate boundary source information, and exploiting various GIS packages to produce digital boundary information.  A technical document explaining extraction and analytical processes employed will be written for each boundary.  The information will be incorporated into the DIBDB.  Final boundary approval will be coordinated through the NGA Geographer and the Department of State (DoS).  The purpose of the work is to build an accurate digital boundary database that will be the definitive source of all boundaries for the DoS and other government agencies.<br/><br/><b>Qualifications:</b><br/><br/> TYPICAL EDUCATION AND EXPERIENCE:  Bachelor's degree in Liberal Arts/Sciences (or related field) and/or equivalent formal military training and 4+ years of related experience.  The expected skill set includes:<br/><br/>n  Expertise and experience in geography, cartography and Geographic Information Systems (GIS), which includes skills in ArcGIS applications.<br/><br/>n  Expertise in creating shapefiles, geo-databases, and features. NGA uses a variety of geospatial analysis software suites to accomplish its mission. This position will require the ability to work effectively as a team member on a development team.<br/><br/>Responsibilities will include support to the design, implementation, integration and testing of software solutions.  Must be able to work in a dynamic fast paced, highly flexible, team-oriented environment with responsibility for customer deliverables and schedule.<br/><br/><b>Qualifications:</b><br/>BASIC REQUIRED QUALIFICATIONS:<br/><br/>An active DoD Top Secret Clearance upgradable to a TS/SCI.<br/><br/>Bachelor's Degree Computer Science or other related discipline and 2+ years of software development in a responsive and iterative release cycle development environment<br/><br/>Strong JAVA software development skills with demonstrated experience on successful JAVA development projects and experience with Web Services.<br/><br/>Experience with standard software development configuration management practices using tools such as CVS or SVN, JIRA, Confluence, Maven, Artifactory.<br/><br/>Experience with database development and database technologies like SQL, JDBC, MySQL, Oracle, and PostGIS.<br/><br/>Agile development experience<br/><br/>ADDITIONAL PREFERRED QUALIFICATIONS:<br/><br/>Experience with XML or XHTML<br/><br/>Background in natural language processing and machine translation<br/><br/>Detailed knowledge of current software development practices, trends and standards.<br/><br/>Experience with object-oriented languages and methodologies to support the design, development, and maintenance of software applications and systems.<br/><br/>Experience in the defense or intelligence community.<br/><br/>Experience with geospatial intelligence.<br/><br/><b>SAIC Overview:</b><br/><br/>SAIC is a FORTUNE 500&reg; scientific, engineering, and technology applications company that uses its deep domain knowledge to solve problems of vital importance to the nation and the world, in national security, energy & environment, health and cybersecurity.
