Responsible for the analysis design programming and modification of computer programs with a focus on Geographic Information System (GIS) applications in the development of a larger system which will maintain and disseminate geospatial data. Under limited supervisory direction, performs the complex analysis design programming and modifications of GIS oriented client applications and web-based "services" in support of this system. The successful candidate will have the capability to develop and design applications and services from documented requirements or user inputs. Other duties may include performing unit and integration testing and supporting system and acceptance testing as required.

Qualifications

:
Previous experience in developing geospatial scripts, software and services is required. As well as, being familiar with GIS API’s such as esri, OpenGeo, GDAL or other geospatial coding libraries. 5+ years’ experience in GIS application development and a Degree in Geography or Computer Science or similar field are required. The applicant should be able to work in a standardized development environment which is committed to continuous improvement under CMMI. Must be able to obtain a TS/SCI security clearance. Current TS/SCI preferred.

JOB DESCRIPTION: The successful candidate will work with NGA boundaries experts to conduct boundaries analysis and provide boundary data and documentation for the Digital International Boundaries Database (DIBDB) and provide political boundary recovery to NGA. This activity shall involve the study of treaty documents and boundary studies and the acquisition and analysis of boundary source maps as to suitability and proper boundary alignment. This shall include registering source material, applying proper attribution, creation of metadata and digitizing boundaries as specified. This may include stereo extraction. This process involves searching for geodetically accurate base sources, accurate boundary source information, and exploiting various GIS packages to produce digital boundary information. A technical document explaining extraction and analytical processes employed will be written for each boundary. The information will be incorporated into the DIBDB. Final boundary approval will be coordinated through the NGA Geographer and the Department of State (DoS). The purpose of the work is to build an accurate digital boundary database that will be the definitive source of all boundaries for the DoS and other government agencies.

Qualifications:

TYPICAL EDUCATION AND EXPERIENCE: Bachelor's degree in Liberal Arts/Sciences (or related field) and/or equivalent formal military training and 4+ years of related experience. The expected skill set includes:

n Expertise and experience in geography, cartography and Geographic Information Systems (GIS), which includes skills in ArcGIS applications.

n Expertise in creating shapefiles, geo-databases, and features. NGA uses a variety of geospatial analysis software suites to accomplish its mission. In general NGA uses applications of GIS commercial software packages such as ArcGIS, ERDAS & SocetSet, including common office software to include spreadsheets, word processing and e-mail.

n Use of digital cartography, image processing, geographical information systems (GIS), geospatial production techniques and NGA digital data formats.

n Expertise in research and information gathering for the following sources: primary legal documents that pertain to the delimitation, demarcation and maintenance of the boundary, including textual descriptions, coordinate lists, reports and accompanying maps; native maps, secondary source maps, and historic maps used for extraction and comparison.

n Expertise in mapping imagery for stereo and mono extraction at various resolutions using digital terrain elevation data sets.

n Expertise in attributing and digitizing boundaries from georeferenced and ortho-rectified sources, applying projection, datum, and coordinate transformations, geo-referencing and ortho-rectifying source materials (maps, imagery), and extracting vectors from stereo imagery or elevation data.

n Ability to utilize geographic names information from the GNDB.

n An understanding of several NGA products such as Controlled Image Base (CIB 1 ), Topographic Line Maps (TLMs), Digital Terrain Elevation Data (DTED), Shuttle Radar Topography Mission (SRTM), National Technical Means (NTM) in boundary recovery processes, including data retrieval and storage.

n Ability to prepare comprehensive technical reports, which will include preparing textual and graphic reports on the sources, methodologies, obstacles, and conclusions of the boundary recovery processes.

n Ability to collaborate with analysts in the Source Directorate, Dept. of State and CIA who also do boundary analysis for guidance, deconflation, and coordination.

- Create and maintain geospatial and topographic data using ESRI ArcGIS and AutoDesk ACAD Map 3D mapping applications. Create and maintain geospatial metadata for each geospatial feature class and FDS created and edited.

- Create and load geospatial feature class data into a standard SDS 3.x AF Adaptation Geodatabase schema (e.g. FGDB, PGDB, and GDB) for MAJCOM, AF, and DoD submission and Government acceptance.

- Assist the installation GIO in maintaining the CIP FDS as the authoritative source of installation geospatial data.

- Guide the identification and creation of the installation or FOL regional picture, which includes the collection of geospatial data depicting features outside of the installation or FOL boundary.

- Coordinate relevant FDS and feature class acquisition and sustainment across the Garrison and Expeditionary environment in support of the installation or FOL.

- Provide Data Quality Assurance / Quality Control Support. Candidates will assist the installation GIO, to include AFCENT, AFNORTH, and AFSOUTH, with Quality Assurance / Quality Control (QA/QC) procedures for the CIP, feature metadata, Civil Engineering FDS data, and functional community FDS data.

The candidate will be responsible for the processing of GPS/IMU, LIDAR and EO sensor data from a raw format to final products and disseminations support to the Army Buckeye program in the Afghanistan theater of operation. This entails analyzing raw data off of the sensors to ensure that the data was collected properly, processing GPS trajectories, performing cleanup algorithms, registering data, managing data and conducting QA/QC to ensure that it is accurate and a reliable product.

Provide support and troubleshooting of potential hardware/software issues that might arise. Candidate will work on small cohesive teams, in these theaters as well as on larger teams in the Springfield Office. Selected candidates will be required achieve and maintain deployable status to perform rotations to theater of operation at a minimum of 4 months per rotation. Longer rotations can be worked out at the candidate’s request. Candidate will have a working understanding of the collection and processing of tactical imagery and LIDAR data to ensure the best and most accurate user product. Candidate should have a background in working with military customers and production of products related to the Military Decision Making Process. Should be a self starter that works well with small teams as well as individually. Candidate must be able to obtain a Top Secret security clearance and pass a deployment physical.

Qualifications:
Bachelor's degree or equivalent experience (four years). The successful candidate

This entails analyzing raw data off of the sensors to ensure that the data was collected properly, processing GPS trajectories, performing cleanup algorithms, registering data, managing data and conducting QA/QC to ensure that it is accurate and a reliable product.

Provide support and troubleshooting of potential hardware/software issues that might arise. Candidate will work on small cohesive teams, in these theaters as well as on larger teams in the Springfield Office. Selected candidates will be required achieve and maintain deployable status to perform rotations to theater of operation at a minimum of 4 months per rotation. Longer rotations can be worked out at the candidate’s request. Candidate will have a working understanding of the collection and processing of tactical imagery and LIDAR data to ensure the best and most accurate user product. Candidate should have a background in working with military customers and production of products related to the Military Decision Making Process. POSITION SUMMARY: (program supporting/general position overview):

SAIC's Mission Support Business Unit (MSBU) currently has a need for a Mid-Level Geospatial /IT Analyst to provide deployment support to our government customer OCONUS.

- *Candidates for this position MUST have at least have an active SECRET security clearance and be eligible for a Top Secret security clearance and SCI access.*

Scope/Job Description:

The LIDAR Geospatial Analyst is required to support OCONUS operations for the Processing, Exploitation, and Dissemination (PED) of Airborne Light Detection and Ranging (LIDAR) sensor Airborne Laser Imaging Research Test bed (ALIRT) data while deployed to Afghanistan. Some duties will be performed onboard the aircraft, therefore all candidates need to be medically qualified to conduct flight operations.

Duties will include but not be limited to:

- Process LIDAR data and produce L1, L2 & L3 point cloud data in .LAS formats; produce L4 Digital Elevation Model (DEM) and other custom products based on all requests for information;

- Produce when required, 3-D feature data; both processing the raw L0 data and performing initial quality control (QC) of the collected data onboard the aircraft;

- Process and produce L3 and L4 required products either onboard or at the assigned mission ground station for both time-dominant requirements as well as requirements with longer timelines

Requirements:

- *The candidate must be able to deploy for 6 months or more and be capable of meeting physical requirements for deployment as well as flight duty in order to perform duties onboard the aircraft.**

- The ideal candidate will have 12 months (or more) experience in the intelligence field as a geospatial/imagery analyst and direct LIDAR experience is desired.

- The successful candidate will be proficient with ESRI ArcGIS technology (ArcMap, ArcCatalog, ArcView etc.) and QT Modeler; experienced in working with data in various different formats.

- The ideal candidate will have a BS/BA degree in a geospatial information systems (GIS) related field.

The Mission Support Business Unit currently has an opportunity to provide administrative support to the National Geospatial-Intelligence Agency (NGA). QUALIFIED CANDIDATES MUST ALREADY POSSESS A TS/SCI CLEARANCE. The selected candidate will provide direct support to the Director/Deputy Director and Chief of Staff of the Office and staff. Job duties include: Independently collect, process, organize and manage files in accordance with the appropriate NGA Instruction or guidelines; independently review (within specified timelines) final correspondence and other documents using from office-generated rough drafts using MS Word, in accordance with the NGA Correspondence Manual and other NGA guidelines; independently generate spreadsheets in the appropriate NGA formats from Office-generated rough drafts using MS Excel.; support the management of office personnel requirements through the use of PeopleSoft; process pre/post-Travel requirements for all applicants identified by the Director, Deputy Director and Chief of Staff in the Defense Travel (DTS) System. Qualifications

:
Knowledge of administrative and clerical functions, processes, practices and procedures; qualified candidates must be flexible team players and capable of interacting at all levels within the customer space as well as other parts of the intelligence community. Proficient in Microsoft Word, Excel, Outlook, and PowerPoint.

Desired Skills: Prior administrative experience with NGA, the Intelligence Community, or US Military. Experience with NGA specific databases including Defense Civilian Pay System, Defense Travel System, PeopleSoft preferred.

POSITION/PROGRAM SUMMARY

SAIC has an opening for a Mid Level Software Developer to support a software and systems development program for an intelligence agency customer in the Washington, DC metro area.

PRIMARY RESPONSIBILITIES:

This position will be as a Software Developer on a team working development in a fast pace environment responding to customer needs and user stories. This position will require the ability to work effectively as a team member on a development team.

Responsibilities will include support to the design, implementation, integration and testing of software solutions. Must be able to work in a dynamic fast paced, highly flexible, team-oriented environment with responsibility for customer deliverables and schedule.

Qualifications:
BASIC REQUIRED QUALIFICATIONS:

An active DoD Top Secret Clearance upgradable to a TS/SCI.

Bachelor's Degree Computer Science or other related discipline and 2+ years of software development in a responsive and iterative release cycle development environment

Strong JAVA software development skills with demonstrated experience on successful JAVA development projects and experience with Web Services.

Experience with standard software development configuration management practices using tools such as CVS or SVN, JIRA, Confluence, Maven, Artifactory.

Experience with database development and database technologies like SQL, JDBC, MySQL, Oracle, and PostGIS.

Agile development experience

ADDITIONAL PREFERRED QUALIFICATIONS:

Experience with XML or XHTML

Background in natural language processing and machine translation

Detailed knowledge of current software development practices, trends and standards.

Experience with object-oriented languages and methodologies to support the design, development, and maintenance of software applications and systems.
