JOB SUMMARY:
SAIC is seeking an experienced action officer to provide technical expertise in the subject matter area of commercial-off-the-shelf (COTS) and government-off-the-shelf (GOTS) chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) equipment for US Government stakeholders positioned across the Continental United States and its territories.

PRIMARY RESPONSIBILITIES:
•The SME will provide recommendations and advice on system improvements, optimization and maintenance of CBRN equipment.
•Operating from a central warehouse facility, the CBRNE equipment lifecycle support service program will entail meeting the operational needs of federal, state, and local military and first responder stakeholders. Work will involve equipment packaging and staging, shipping coordination, fielding, maintenance, spares provisioning, and training.

Qualifications:
BASIC QUALIFICATIONS:
•Bachelor’s degree with ten years of professional logistics experience in civilian or military areas to include training, fielding and repair of CBRNE equipment for high-profile/high-demand clients. Preference given to candidates with strong military logistics and equipment platform experience.
•Have 10 years experience in the subject area of which at least 7 years must be directly related to the required area of experience.

The candidate will be expected to oversee all inventory accountability efforts at a centralized facility to include the development of inventory-specific standard operating procedures (SOPs). The candidate will be expected to manage a customized automated logistics management system (ALMS), perform scheduled and unscheduled physical warehouse inventories, develop and deliver inventory reports, and track, reconcile status of, and issue inventory as required. The candidate will be expected to interface with CBRN training developers and instructors to answer inventory specific questions in support of the customer. The candidate may also be required to serve in a deployable support role for training and contingency operations within the Continental United States and its territories.
The candidate will be expected to develop and conduct briefings, research and gather relevant project data, draft technical documentation, respond to customer inquiries, and verify technical quality of contractual products. In addition, the candidate will be expected to interface with a geographically dispersed team of government and contractor employees.
This position will be located in Lexington/Bluegrass, Kentucky with Continental United States travel expected at approximately 20%.

Qualifications:
REQUIRED EDUCATION/SKILLS: Bachelor’s degree with three years of professional logistics experience in civilian or military areas to include equipment lifecycle management, warehousing, and property control. In lieu of a bachelor’s degree, a minimum of six years of professional logistics experience will be accepted. Specific experience related to the logistics management of COTS and GOTS equipment. SAIC's C3 Systems & Analysis Division is currently seeking a Software Systems Engineer in the Lexington, MA office. This position supports various software systems engineering activities, consistent with the Joint Mission Planning System (JMPS) Systems Engineering and Integration Contract (SEIC). JMPS will be used by the Air Force, Navy, and Army to plan aviation missions, replacing the various mission planning systems used today. As part of the SEIC Platform Engineering Integrated Product Team (IPT), and working closely with the Government customer, the software systems engineer will:

- Provide day-to-day software engineering oversight of Mission Planning software development efforts on behalf of the Government customer.

- Represent the Government customer in formal technical reviews (requirements, design, test, etc.) consistent with systems engineering plans and standards. Advocate for meaningful entry/exit criteria, appropriate review artifacts & activities, accurate documentation & checklists, and review approval forms. Report readiness to proceed to the Government customer.

- Evaluate technical data items, to include high-level architectures, requirements documents, designs, test plans/reports, and process descriptions. Assist domain experts and systems engineers in the development of software requirements, and participate in requirements reviews.

- Interface directly with software developers to convey technical requirements, and verify traceability of high-level component requirements to component Software Requirement Specifications (SRS).

- Assist developers in managing the software interfaces between architectural components, as described in Interface Design Descriptions (IDD) and Interface Control Documents (ICD).

- Evaluate software specifications, interface specifications and technical standards; enforce hardware/software compatibility standards for both the mission planning system and on-board mission support equipment (MSE).

- Support software technical assessments, trade-studies, white papers and other technical analysis activities.

- Review Software Architecture Descriptions (SAD) prepared by developers, and participate in design reviews and architecture evaluations.

- Participate in Peer Reviews and other code inspections with the developers.

- Confirm the necessary linkages exist among software requirements, design, and test verification documents/ procedures. Document and report findings and recommendations to the Government.

- Monitor & report technical variances; facilitate resolution of technical issues that adversely impact successful product delivery. Report the status of product development to the Government customer on a consistent basis.

- Coordinate and facilitate relevant Mission Planning technical interchange meetings and Working Groups with users, developers and other stakeholders. Generate minutes and track resulting action items as required.

- Create Technical Requirements Documents, Contract Data Requirements Lists and other documentation in support of new Mission Planning Delivery Orders.

- Analyze software development technical metrics, report results and recommend corrective actions.

- Monitor external component dependencies; participate in Deficiency Review Boards.

- Maintain currency of software component baseline data on behalf of the Government.

- Support process maturity assessments and other process improvement activities.

- Support the Government risk management process through identification, analysis, mitigation and tracking of risks applicable to the assigned components.

- Ensure all approved Mission Planning technical processes are applied for each assigned component.

- Interface directly with both Government and developer representatives. Establish and maintain close working relationships with both.

Qualifications:
Education: Bachelor's Degree in Systems Engineering, Computer Science, Software Engineering or a related technical discipline. Must have 10 years of experience to include a minimum 7 years of experience with Microsoft COM and .NET development projects. The candidate must have a detailed knowledge of Windows software technologies and hands-on software development experience with the Windows platform and the Microsoft Visual Studio development environment. The candidate must have current knowledge of systems & software architecture technologies to make appropriate recommendations to the Government Program Manager. The candidate is expected to have working knowledge of the Microsoft Office tools suite, DODAF and UML. Strong written and verbal communication skills are required to collaborate with customer representatives, domain experts, and other engineers in the development of complex software systems. Candidate will be required to have a US Secret security clearance.

Desired Skills: Familiarization with military Mission Planning operations and/or knowledge of Air Force/Navy Mission Planning systems, such as JMPS or the Portable Flight Planning System (PFPS) is desired. Experience with formal software engineering processes, in an organization employing Capability Maturity Model (CMM) at Level 3 or higher, is highly desired. General familiarization of U.S. DoD system development and acquisition processes is a plus. Must have an active DoD clearance.

Up to 25% travel may be required.

- Support the Govt. risk management process through identification, analysis, mitigation and tracking of Mission Planning development risks associated with DoD intelligence data and programs

- Interface directly with both Government and developer representatives. Establish and maintain close working relationships with both.

Qualifications:
Education: Bachelor's Degree (or equivalent Experience?in Systems Engineering, Computer Science, Software Engineering, or related technical discipline and 8+ years of relevant experience.

Required Skills: Experience with DoD Intelligence Mission Applications (e.g., the Modernized Integrated Database (MIDB) and the Combat Support Database (CSDB)) and related Electronic Order of Battle (EOB) data is required.
