SAIC Dahlgren Division requires Composite Tracking Network (CTN) Command and Control (C2) Subject Matter Expert (SME) Engineering Support.

The Composite Tracking Network system distributes sensor measurement data to Marine Corps and Navy Air Defense nodes, to provide a more accurate air picture to the Aviation Command and Control (AC2) operator enabling better control of friendly aircraft and engagement of threat aircraft and missiles, executes this mission through an adaptation of the USN’s Cooperative Engagement Capability (CEC) capability to provide a land mobile sensor netting solution to the battlespace commander, and provides the capability to generate and distribute accurate, real time, sensor measurement data to naval air defense weapons platforms and Aviation Command, Control agencies; the capability to support Sea Shield and advanced future engagement concepts, such as Integrated Fire Control.

This tasking supports NSWCDD advanced combat systems engineering efforts in support of Combat Control and Command and Control support programs including the integration and certification of Marine Command and Control systems, elements, and functionality. Additional technical areas include but are not limited to developing, maintaining, and following the software development and configuration management (CM) processes defined by this project. This includes associated engineering management, combat systems, command and control engineering tasks.

The successful candidate will be able to provide senior CTN C2 Subject Matter Expertise, and Tactical Data Link engineering support. As such the candidate will attend, support, and participate in technical reviews, design reviews, technical working groups, and technical interchange meetings, as well as support all facets of CTN C2 requirements and architecture development, analysis, design oversight, integration, and testing.

This support includes, but is not limited to the review and development of requirements, standardization and commonality in architecture design, and interoperability in a network centric approach. Additionally, the contractor will provide test and evaluation support for C2 component and element test plan and procedure reviews, test oversight for various TDL and integration events, and review and participate in other test events scheduled at various test sites and ships. Other tasking in this area includes:

- Provide oversight to the contractor in the development & test of the C2 and Link core applications

Familiarity and experience in atmospheric fluid and thermal transport. Knowledge of fluid dynamics and convection in planetary boundary layers, surface heat transfer, atmospheric stability, turbulence, convective transport of gases, thermodynamics of dense gases, aerosol, etc., is required. SCOPE: Performs system preflight inspections and checks of the mission equipment including pod housing doors, sensor(s), system environmental controls, and pre-programming sensor computer equipment. Installs, maintains, and troubleshoots sensor software releases. Calibrates, sustains, troubleshoots, and maintains test and measurement equipment including spectrum analyzers, oscilloscopes, and multi-meters. Troubleshoots and diagnoses ground and in-flight discrepancies to the line replaceable unit (LRU) level. Remove and replace LRUs as required. Prepare discrepancy reports for aircraft sensor systems.
